🐾 End the Overpopulation Crisis: Demand Stronger Spay/Neuter and Breeder Laws in SC

The Issue

Every year, thousands of dogs in South Carolina are euthanized or dumped simply because there aren’t enough homes to go around. Thousands of dogs are euthanized in shelters across our state—most were healthy, adoptable pets who died due to overpopulation and a lack of adequate legal protections.

This crisis is preventable. But without responsible legislation—like mandatory spay/neuter laws for non-breeding animals and breeder licensing regulations—our shelters remain overwhelmed, and animals continue to suffer and die needlessly.

We, the undersigned, are calling on:

• South Carolina lawmakers

• Jasper County Council

• Local and state leadership

to immediately take action by passing common-sense laws that would:


✅ Require spay/neuter for dogs over 6 months unless exempt (breeder, medical)

✅ License and regulate all breeders with enforceable standards

✅ Impose higher registration fees for intact animals to fund low-cost spay/neuter programs

✅ Mandate sterilization of all shelter-adopted animals

✅ Launch statewide public education on responsible pet ownership

 

🐕 This Isn’t Just About Animals—It’s About Our Communities

• Taxpayer burden: Overcrowded shelters cost communities millions in animal control and euthanasia.

• Public safety: Unsterilized, roaming dogs increase risks of bites, accidents, and disease.

• Moral obligation: Allowing animals to be born only to die in shelters is cruel and unnecessary.


We have the power to change this—but we need lawmakers to act.
