End the dog crisis in Puerto Rico! Tell Governor Pedro Pierluisi MORE needs to be done!

The Issue

A NOTE TO LAWMAKERS: I once heard a saying that goes "The best thing about the world, is people" "The worse thing about the world, is people" and this is so true because every day each one of us have a conscious decision to decide what kind of person we want to be. What kind of example do we want to set and pass on to our children, grandchildren? What legacy do we leave behind and how can we make a difference in the world?

Humans, at the top of the food chain, have a responsibility to be humane and decide the fate of innocent animals that are incapable for advocating for themselves. The satos and gatos on your streets are at your mercy. Their fate is in your hands. You may have become complacent at seeing their daily plight but this is shocking as a tourist that comes to your island. To allow it to continue another day, month, year, decade is inhumane. The plight of the satos and gatos has been devastating to grasp as a tourist. 

Humans hold the power to make a change. You, as Lawmakers have the power. Your government has the power to advocate for these animals. It is not only humane but your responsibility to not turn the other cheek. I BEG you to stop looking the other way. I BEG you to address the problem head on and end the stray dog (and cat ) crisis once and for all. End the hunger, the abuse, the suffering these animals must endure on your beautiful island. I BEG you to support the tired rescuers, encourage and support spaying and neutering on a greater scale, utilize empty buildings as shelters to house the animals, enforce laws to protect them from abuse and mistreatment. Rekindle and strengthen your alliance with the Humane Society created in 2015. 

If you scroll down below you will see an example of how the Netherlands was able to overcome this same obstacle of the homeless animal population. Lawmakers, organizations, rescuers came together to find a solution. It is not an impossible task, it only requires EMPATHY and TEAM COLLABORATION. I implore you to please TAKE ACTION.

Thank you for reading my petition and story from the eyes of a tourist. I do not have a legal or political background. I am simply a mother, animal lover, tourist and now sato rescuer that came to your island and was moved by the dogs that greeted me at my Airbnb. Down below is my story as well as resources I pooled together for everyone reading my petition.

I have exactly 1,646 signatures to date that have read, signed and shared my petition imploring the Puerto Rican government to take action and address the homeless stray population. I have included Brad Dean, tourism director in my petition since tourism is a huge revenue source for your island. This problem deeply moves and affects tourists like myself that visit your island. It is my hope that Mr. Dean would use his position to address and advocate for the stray population on the streets.
  
FACT: Puerto Rico is a US territory stunning in beauty, jaw dropping cliffs, and full of natural beauty. A beautiful vacation destination for any tourist!

PROBLEM: Puerto Rico has a large homeless stray population of animals, stray dogs as well as stray cats on the island. A huge concern right now are the thousands of stray dogs on the streets multiplying every day that you can’t help but notice when you visit.  After visiting the island several times, I was moved to start this petition to advocate for the satos and gatos. Adoption is hard to come by. Puerto Rico being an island puts them at a limiting disadvantage to adopt out. The animal rescuers work tirelessly to help the injured, sick, starving animals that need vet care, food, vaccinations and medical treatment. These things all cost money and the rescuers cannot do it all alone. Animal shelters and independent rescuers are overwhelmed, tired and at full capacity 50-250+ animals each, not even close to meeting the need. It is currently estimated that there are 250,000-500,000 homeless dogs on the island. Rescuers require the government's financial support and advocacy. The government needs to fully immerse themselves in the alliance they once created with the Humane Society and fulfill the promises they once made to the people. As long as there are stray dogs and cats on the streets, their job is not done!  It has to be a united effort to reduce and eliminate the homeless dog/cat population before any more animals needlessly suffer! Without the government's help in enforcing the laws designed to protect the animals, the problem has grown and will continue to grow. It is not a situation that can be resolved by ignoring or looking away!  Without spaying and neutering, the animals keep breeding and multiplying in litters without the hope of being rescued, rehabilitated and rehoused. For only a few hundred out of many thousands find themselves lucky enough to be rescued.

BACKGROUND On Situation: In 2015, the Humane Society allianced with the Puerto Rican govt. Laws were passed to take action, educate, and protect the animals. I am not sure what exactly happened to that alliance that was built up to offer new hope and help like never before, but a new governor was put into office in 2017. Hurricanes came that ripped apart the island. The people lost electricity for months and months. People left the island for safety and animals were abandoned. In the words of one animal shelter, “this is the worst it’s been in 25 years.”

We strongly appeal to the Puerto Rican Governor Pedro Pierluisi to 1) Utilize government allowance funds to spay and neuter stray dogs and cats. It is the only way to stop the uncontrollable population increase.  2) Support the animal rescuers with funding and free/low cost vet care that work around the clock to care for these animals, 3) Adhere to the motto: Rescue, Rehabilitate and Re-house. Support adoption efforts to relocate animals off the island as needed to re-home.

There are many compassionate souls doing their best to rescue and serve this purpose but they are drowning in the cause. The rescues and organizations NEED your help by sharing this petition, donating and letting the PR Governor know that more needs to be done! You can rescue and adopt a dog from Puerto Rico with the help of Flight Angels instead of paying thousands to a breeder. Flight Angels will work with you to fly a pet towards your nearest hometown airport. Please consider! So many puppies and dogs need homes.

MY EXPERIENCE: On my trips,  I came across many dogs on the streets rummaging through garbage that were skinny, mangy, limping, abandoned, hurt or missing an eye.  Moms with their puppies on the side of busy roads and highways that gave me panic attacks. Many dogs I tried to feed or give water to surprisingly would not take the food or maybe they just really did not like granola bars. Many dogs have become leary of humans since some have not been treated with kindness but with intent to harm. They have been poisoned, hurt and thrown away like trash in trash bags. I befriended 2 dogs at my Airbnb, a brown lab with tumors hanging off its body and a small white fluffy dog with one eye. They had been fed by the Airbnb owner in Isabela living on the porch. I made arrangements to adopt the white fluffy dog but only a week later he was injured and killed or so I was told. After that, I made it my mission to adopt a sato. I joined Facebook groups, read and learned about the animal crisis and donated to rescuers pleading for help. I could not look the other way. I saw what I saw and so I started this petition. I wanted to spread awareness of this ongoing problem and help support these rescuers pleading for more help. On one of the Facebook groups, I saw a cute dog that needed a home. I reached out to the independent rescuer in Fajardo where the sato had been found scrounging for food near a garbage area. I discovered Flight Angels and made arrangements to adopt the pup. It was a rather easy process that only required some team work to bring him on a plane to the states. I am happy I saved one but wish I could save them all. I wish there was a way so no dog or cat had to suffer at all. I am but one person but with a voice I hope that someone will hear and be moved to action.

Puerto Rico es un territorio estadounidense de belleza imponente, impresionantes acantilados, llenos de naturaleza. Es un destino para vacacionar verdaderamente hermoso.

PROBLEMA: Un aspecto decepcionante en Puerto Rico, al igual que en muchas islas, es su población de animales en la calle, de los cuales los más visibles son los perros. Es de mucha preocupación en estos momentos la cantidad de perros realengos, que continúa multiplicándose y en la que no podemos evitar fijarnos. Después de visitar la isla varias veces esto me conmovió a iniciar esta petición para abogar por los perros. Siendo una isla se hace muy difícil conseguir adoptantes y siendo una isla también limita las oportunidades de obtener adoptantes fuera de la isla. Rescatistas de animales no pueden resolver esto solos. El gobierno necesita hacer más para resolver la crisis de animales en la calle antes de que más animales sufran innecesariamente.

Digámosle al Gobernador de Puerto Rico que 1) Necesitan haber más programas de esterilización para el control de animales, 2) Es necesario que el gobierno apoye a los grupos de rescate que ya están trabajando día y noche por ayudar a estos animales, 3) Hay que adherirse al protocolo de Rescatar, Rehabilitar y Reubicar a hogares o albergues. En la actualidad hay muchas personas compasivas haciendo todo lo que les es posible hacia este propósito, pero están ahogándose en esta causa.

¡Los Rescatistas y Organizaciones NECESITAN su ayuda compartiendo esta petición, con donativos y dejándole al Gobernador saber que hay que hacer más! Usted puede adoptar un perro de raza de Puerto Rico, con la ayuda de Flight Angels, en vez de pagar miles de dólares a un criador. Flight Angels trabaja con usted para volar a su mascota desde Puerto Rico hasta el aeropuerto máscercano a su residencia. Por favor considere esto. Hay muchos cachorritos y perros adultos que necesitan un hogar.

MI EXPERIENCIA: En mis viajes a la isla me he topado con muchos perros abandonados; perros viviendo en las calles,buscando de comer en la basura desnutridos, con sarna, cojeando, heridos, tuertos, perras con sus cachorros al lado de la carretera. Cuando les traté de dar comida o agua la mayoría no se me acercaron. Han aprendido a ser cautelosos con los humanos pues han sido maltratados, envenenados, lastimados o literalmente botados a la basura. Por suerte hay rescates y rescatistas, santuarios y albergues en muchos puntos de la isla, que con gran corazón hacen lo que pueden, pero estadísticamente sus esfuerzos son solo ‘gotas en un balde de agua grande’. Los albergues y santuarios están llenos a capacidad, con 50-250+ animales y no se acercan a cubrir la necesidad. Presentemente se estima que hay entre 250,000 a500,000+ perros (y más de un millón de gatos) en las calles de la isla. Sin la ayuda del gobierno haciendo cumplir las leyes existentes diseñadas para protegerlos el problema sigue empeorando. Sin programas de esterilización los animales continuarán multiplicándose sin la esperanza de ser rescatados, rehabilitados y reubicados. Solamente unos pocos cientos de los muchos miles son suficientemente afortunados de ser rescatados.

ANTECEDENTE de la situación: En el 2015 el Humane Society en unión con el gobierno puertorriqueño, se pasaron leyes para tomar acción, educar sobre la protección de los animales. No entiendo qué ha sucedido con esa alianza, la cual fue creada para dar esperanzas y ayudar como nunca antes. Un nuevo gobernador entró al mando y huracanes azotaron la isla. Personas estuvieron sin electricidad por muchos meses. Muchos se fueron de la isla y animales fueron abandonados. En las palabras de un albergue “Es lo peor que hemos visto en 25 años”.

No entiendo qué ha sucedido con esa alianza, la cual fue creada para dar esperanzas y ayudar como nunca antes. Un nuevo gobernador entró al mando y huracanes azotaron la isla. Personas estuvieron sin electricidad por muchos meses. Muchos se fueron de la isla y animales fueron abandonados. En las palabras de un albergue “Es lo peor que hemos visto en 25 años”.
