The Issue
This petition is born out of a personal story, a story of injustice and corruption. In Meade County, someone close to us is being held due to the so-called "Good Ole Boy" network. Instead of justice, we see charges piling up without end or reason. This is justice for Chris Reiter and anyone else affected by political ganging.
This ganging started when Chris and Tiffany went to the Meade County Courthouse to retrieve records related to a case that Chris had in Hardin County. Chris was attempting to get the Meade County court clerk to explain what each document in the case file was. From the video, he was asking the meaning of the title of each document, and not to explain the content of each document. Chris and the clerk were working well together until another clerk in the office told her not to help Chris any longer. Chris was not being disorderly; he was exercising his first amendment right to video his transaction while getting services from a governmental employee.
A deputy from the Meade County Sheriff’s Department walked in and began to question him. He inferred that the clerks were uncomfortable due to him and Tiffany 'filming." Chris indicated that he had more business to do, and then the Deputy told him he was leaving anyway. Chris told him to leave and that he was dismissed. This is a common response by those who video their transactions. The deputy then arrested him for disorderly conduct and resisting arrest.
During the scuffle, the deputy used excessive force and caused injury to Tiffany. She sustained multiple large bruises on her body and had a taser placed on and "jammed" into her chest. He did attempt to taze her close to her heart, which may have been a result of his excitement over the arrest itself. However, the lights on the taser indicated that the battery was dislodged, which may have been the single reason that Tiffany did not sustain further injury. Her skin was pinched in the handcuffs and remained in this status for at least five minutes which was a violation of Tiffany's Eighth Amendment rights that prohibits, "Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted." At the time of the arrest, the deputy inferred that he was seizing the phones and camera equipment so that the couple would not have a defense. The deputy seizing their equipment is a violation of their Fourth Amendment rights which protects all Americans from unreasonable search and seizure. The couple had to fight hard to get their personal belongings back about a week later. Note: The couple does have a business and their records are stored on their phones. It was reported by Chris and Tiffany that they communicate with the client through an app which is widely used in the construction industry to track jobs, bill clients and other administrative functions that may be completed by the business owner.

He has made s defamatory comments against Chris and Tiffany, often eluding that Ms. Napier is a prostitute along with attempting to further defame her by also accusing her of cheating on her husband and being a drug addict. In addition, in conjunction with the negative comments, the jailer also condoned the open broadcasting of both medical records and confidential records that were illegally obtained from Scott County Indiana DCS through a known person and someone that has a dual relationship with the case.
Chris began to defend the couple on You Tube on social media. He even went the extra mile by serving the Jailer and others with a cease-and-desist order asking them to leave him alone on social media and You Tube. Since the original arrest, Chris was served at a court appearance with summons for three more charges. He was recently arrested in the last week and charged with two felonies and other charges in relation to the banter on Facebook after the group associated with the YouTube channel that the Jailer is part of in cooperation with a convicted felon spammed Chris's business page with fake reviews and negative comments about Chris and Tiffany.
Chris has been transported to the Marshall County Jail. He is four hours away from his family and attorney. Could this have been specifically planned by the Jailer of Meade County as it is up to him to arrange a jail as supervising Chris would be a conflict of interest, A complaint for cruel and unusual punishment will be filed with the Kentucky Attorney General tomorrow.
The Jailers "inside connections" in the county has allowed him to turn a small social media tiff in to two felonies and Chris potentially losing clients. The writer has verified the truth of his business as the writer saw tangible evidence of Chris's ownership of a business.
We need to stop this travesty in its' tracks as someone who was merely trying to get justice for himself as encountered multiple injustices in every interaction and encounter with the Meade County Judicial System. This needs the dedicated attention of both the Department of Justice, Attorney General of Kentucky along with other agencies that will not be named here.
Corruption is not just an abstract concept; it has real-life consequences for ordinary people. In our case, it has led to unwarranted detention and unfair treatment. This isn't just about one person; this is about the integrity of our justice system and the rights we hold dear as citizens.
According to Transparency International's 2020 Corruption Perceptions Index, the United States ranks 25th out of 180 countries - a clear indication that corruption remains an issue that needs addressing (Transparency International). While these figures are nationwide, they reflect local realities like ours in Meade County.
In the next couple of days, we are going to set up another petition to hold the felon that is associated with the Meade County Jailer responsible for the murder that he allegedly committed on a United States Marine on Christmas. We are going to put pressure on the involved attorney general to reinstate charges and to revoke his probation based on known crimes he has recently committed.
