End the Cell Phone Ban in JCPS Schools

The Issue

I’ve found myself stuck and disconnected at times when all I needed was my phone. I've lost count of how many times someone asked to borrow my phone to secure a ride home. It's not just a matter of convenience; it’s about ensuring the safety and well-being of students in JCPS schools. In the event of fights, potential emergencies, or even more dire situations involving gun use, having a cell phone can be a lifeline. Without our phones, how would we be aware of what's truly happening inside the school walls?

Moreover, think about daily functionalities that are enhanced by having cell phones. If there’s a flyer with essential information or a QR code that leads to important resources, capturing that information becomes impossible without a phone. This simple tool empowers students, giving them access to information and resources that are crucial in today’s digital age.

Statistics show that cell phones, when used responsibly, can be pivotal in crisis situations. According to a report from the Pew Research Center, 95% of teens have access to a smartphone and say their phones help them reduce feelings of loneliness and anxiety, especially in challenging environments. Phones also serve as educational tools, allowing students to utilize apps for learning, organizing their schedules, and staying connected with family and friends.

By lifting the ban, JCPS would join a growing number of educational institutions that recognize the vital role of technology in the educational environment. Schools in nearby districts have begun to implement guidelines rather than bans and have reported fewer disciplinary issues concerning phone misuse.

Let’s push for a responsible and balanced approach where students at JCPS schools can utilize their phones for safety, education, and connectivity. Schools can establish guidelines to ensure phones are used appropriately without being a distraction.

Please sign this petition to urge JCPS officials to end the cell phone ban and promote safe and effective cell phone usage in schools. Let’s make a change that reflects the needs and realities of today’s students and society.

I truly appreciate seeing young people — especially students — get engaged in school policy discussions. Yes, the new cell phone policy was partly the result of recent state legislation. The state law mandates that phones be prohibited in classrooms, but our district went further by extending the restriction to lunch periods and hallways. If students or community members would like to see changes to the policy, the best approach is to share your experiences directly with school officials and the school board. Focus on the parts of the policy where local leaders have flexibility. Clearly explain how these aspects affect students day-to-day, and suggest workable solutions. Local school board standards can evolve — but that process depends on: 1) Documented consequences or impacts of the current policy. 2) Practical solutions that could address those concerns. 3) Respectful and constructive dialogue between students, the community, and decision makers. I encourage you to collect your observations over the coming months as the policy is implemented. After some time has passed, we can better assess whether adjustments are needed. I welcome hearing directly from students and community members — you can reach me at taylor.everett@jefferson.kyschools.us. Thank you, Taylor Everett Jefferson County School Board
