End the Aviation Blockade of Haiti: Restore the Right to Return Home

We, Haitians of the diaspora and supporters of fundamental human rights, submit this petition to demand the immediate lifting of restrictions preventing commercial and charter flights from entering Haiti.

The continued suspension or obstruction of air travel to Haiti is not a matter of public safety—it is a violation of basic human rights, including:

The right to freedom of movement
The right to return to one’s country
The right to family reunification
The right to economic participation and survival
Claims that “local insecurity” justifies a blanket aviation shutdown are unfounded. Local civilian groups in Haiti do not possess the capacity to prevent aircraft from entering national airspace or landing at international airports. Any sustained aviation blockade necessarily involves external governmental decisions, not internal civilian actions.

This restriction has caused:

Families to remain separated indefinitely
Haitians abroad to be prevented from returning home
Economic strangulation of an already vulnerable population
Humanitarian harm under the guise of protection
We emphasize that this petition does not engage in political debate. It is a human rights appeal, grounded in international law and universal principles.

We therefore demand that the responsible authorities—whether the FAA, the U.S. Department of State, or other governing bodies—immediately restore unrestricted civilian air travel to Haiti.

Haitians have the right to return home.
Airspace must not be used as a tool of collective punishment.

Mettre fin au blocus aérien d’Haïti : rétablir le droit de rentrer au pays

Texte de la pétition
Nous, membres de la diaspora haïtienne et défenseurs des droits humains fondamentaux, demandons la levée immédiate des restrictions empêchant les vols commerciaux et charters d’atterrir en Haïti.

La suspension prolongée du trafic aérien vers Haïti ne relève pas de la sécurité publique. Elle constitue une violation grave des droits humains, notamment :

Le droit à la liberté de circulation
Le droit de retourner dans son pays
Le droit au regroupement familial
Le droit à la participation économique et à la survie
L’argument selon lequel une “insécurité locale” justifierait un blocage aérien total est infondé. Les groupes civils locaux n’ont ni les moyens techniques ni le contrôle nécessaires pour empêcher l’entrée ou l’atterrissage d’avions internationaux. Un tel blocage ne peut résulter que de décisions gouvernementales extérieures.

Cette situation a entraîné :

La séparation prolongée des familles
L’empêchement du retour des Haïtiens de la diaspora
L’asphyxie économique du pays
Des conséquences humanitaires graves
Cette pétition n’aborde aucune position politique. Elle repose uniquement sur le respect du droit international et des libertés fondamentales.

Nous demandons donc aux autorités responsables — qu’il s’agisse de la FAA, du Département d’État des États-Unis, ou d’autres instances — de rétablir immédiatement le trafic aérien civil vers Haïti.

Les Haïtiens ont le droit de rentrer chez eux.
L’espace aérien ne doit pas être utilisé comme instrument de punition collective.
