Students like Jackson—a middle schooler  in Texas—shouldn’t have to choose between following school rules and being themselves. Every day, Texas dress codes punish harmless choices like wearing a hat, dyeing hair, or wearing a tank top on a hot day. These policies don’t just limit clothing; they limit confidence, belonging, and the freedom to learn as your authentic self.

Across Texas, dress codes often ban hats, bandannas, hair dye, and sleeveless shirts in the name of “order” and “discipline.” But research shows these strict rules don’t reliably improve grades or safety—and can actually hurt learning by creating more distractions and lowering attendance. Worse, enforcement is often unfair: a recent review found that more than half of Texas districts use policies based on outdated gender stereotypes, some still restrict natural Black hairstyles despite state law, and many ban head coverings without clear religious exceptions—hurting students of color and low-income students the most.

When schools prioritize conformity over expression, they send a damaging message: blending in matters more than being yourself. That doesn’t prepare students for inclusive workplaces or communities—it teaches them to silence their own voices. On the other hand, schools that allow more personal expression often see students feel more accepted and engaged, which supports better learning.

We call on the Texas State Board of Education to update middle and high school dress code policies so they reflect inclusivity, personal freedom, and respect for students’ rights to express themselves through their clothing. Specifically, we urge the Board to:

End bans on hats, bandannas, hair dye, and tank tops when they do not disrupt learning.
Require dress codes to be gender-neutral, culturally inclusive, and clearly written so students and families can understand and follow them.
Mandate fair, consistent enforcement and regular community review to prevent discriminatory practices.
