End Seclusion and Physical Restraint for Children – A Global Call to Protect Human Rights

To: United Nations, National Governments, Human Rights Organizations, and Global Education Leaders

We, the undersigned, call for the immediate universal prohibition of seclusion and physical restraint for children across all educational, residential, and care settings worldwide.

Who is Impacted?
Every child has the right to safety, dignity, and an education free from harm. Yet, thousands of children around the world—particularly those with disabilities—are subjected to harmful practices such as being locked in isolation rooms (seclusion) or physically restrained by school staff and caregivers. These children experience severe emotional, psychological, and physical harm, often resulting in long-term trauma, anxiety, and an inability to trust school environments.

Families are devastated, seeing their children return home distressed, fearful, or injured. Educators, too, are affected—often left without proper training in safer, more effective behavioural support strategies, resorting to methods that further harm the children they seek to help.

What is at Stake?
If seclusion and restraint continue, children will continue to suffer abuse in spaces meant for their education and well-being. Their mental health will deteriorate, their ability to engage in learning will be compromised, and their fundamental rights will remain violated. Entire communities will continue to be affected, as children who experience trauma at a young age are more likely to develop long-term emotional and social difficulties.

On the other hand, if we ban these harmful practices and replace them with proven, humane alternatives, we will create safe, inclusive schools and care environments where every child can thrive, learn, and grow without fear.

Why is Now the Time to Act?
There has never been a more urgent time for change. With growing awareness of the long-term damage caused by seclusion and restraint, governments and institutions can no longer ignore this crisis. Countries that have already banned these practices, such as Sweden and Finland, have proven that positive behaviour support models work.

Meanwhile, reports continue to surface globally of children experiencing physical and psychological harm at the hands of outdated policies. We must act now before more children suffer. The opportunity to reshape education and care systems into spaces of dignity, safety, and respect is within our reach—but only if we demand it now.

We Demand the Following Actions:

  • A Universal Ban on Seclusion and Physical Restraint for Children – Prohibit these practices in all schools, residential care, and child service settings worldwide.
  • Legislative Action & Policy Reform – Implement laws that explicitly prohibit restraint and seclusion as forms of punishment and behavioural control.
  • Mandatory Reporting & Transparency – Require all schools and care settings to publicly report any use of restrictive practices.
  • Investment in Positive Alternatives – Fund and mandate the use of trauma-informed, evidence-based behaviour support strategies.
  • Accountability & Oversight – Establish independent oversight bodies to monitor compliance and investigate violations.

Who Should Act?

  • United Nations: Implement a global resolution condemning these practices and providing guidance for prohibition.
  • National Governments: Enact laws and policies banning seclusion and restraint in all child-serving institutions.
  • Education and Care Systems: Train staff in trauma-informed care and implement positive behavior interventions.
  • Human Rights Organisations: Advocate for enforcement and protection of children’s rights globally
