End Mandatory Fluoride in Salt in Costa Rica

The Issue

We, the undersigned, respectfully urge the Costa Rican government to end the mandatory fluoridation of table salt and to allow citizens the freedom to choose fluoride-free salt for their households.

Costa Rica’s salt fluoridation program, begun in the 1990s as a means to prevent dental caries, was well-intentioned. However, current research and growing public awareness raise serious concerns about the long-term health impacts of systemic fluoride exposure, especially when delivered through a basic dietary staple like salt.

Why we are concerned:
Lack of choice: Nearly all commercially available salt in Costa Rica is fluoridated. This denies citizens the right to opt out—even those with medical, ethical, or scientific objections.
Health risks: Emerging research links excess fluoride intake to thyroid dysfunction, neurological effects, lower IQ in children, and skeletal fluorosis. Sensitive individuals, including children and those with kidney issues, may be especially vulnerable.
Unregulated cumulative exposure: Fluoride is also present in some water sources, dental products, and imported foods. The combined intake can exceed safe levels, especially in small children.
Outdated policy: Fluoride’s dental benefits are now understood to be topical, not systemic. There is no need to ingest it to prevent cavities, especially when people have access to modern dental care and fluoridated toothpaste.
We ask that Costa Rica:

End the mandatory fluoridation of salt.
Ensure that fluoride-free salt is readily available and clearly labeled.
Conduct a transparent, independent review of the health impacts of systemic fluoride exposure, with input from the public, scientists, and medical professionals.
Costa Rica has a proud tradition of health, environmental protection, and informed public policy. It's time to update our approach to fluoride and respect the rights of individuals to control what goes into their bodies.
