The root of our state’s animal crisis is not just overpopulation—it’s a lack of responsible pet ownership. Rather than temporary fixes, we need a comprehensive, long-term approach that promotes better care, education, and accountability for pet owners while ensuring humane treatment for all animals. We call on our lawmakers to implement strategies that prevent unnecessary suffering and eliminate kill shelters.
We propose the following actions:
Statewide Spay and Neuter Programs
Implement mandatory, low-cost spay and neuter programs for all pets.
Offer tax breaks or subsidies to encourage participation and prevent overpopulation.
Ban Backyard Breeding and Puppy Mills
Prohibit backyard breeding, imposing strict penalties for violations.
Temporarily pause all licensed breeding until the crisis is under control.
Community-Based Foster Networks with Incentives
Expand foster networks to relieve shelter overcrowding.
Offer tax incentives to families and individuals who foster animals, giving pets a better chance at rehabilitation and adoption.
City Grants for Veterinary Care
Provide grants or subsidies to help pet owners afford essential veterinary care.
Reduce the number of animals surrendered to shelters simply because families cannot pay for medical treatment.
Mobile Veterinary Clinics
Deploy mobile clinics to underserved areas for free or low-cost spay, neuter, vaccination, and microchipping services.
Public Awareness Campaigns
Promote responsible pet ownership and adoption over purchasing from breeders.
Emphasize the benefits of adopting older, disabled, or “less adoptable” animals.
