End Indefinite Imprisonment for IPP Sentences Now

The Issue

This is the story of Luke Ings, a young man who, like many others, was tragically trapped in a system that allowed indefinite jail terms. Despite the abolition of Imprisonment for Public Protection (IPP) sentences, those incarcerated under it have not been considered for release. Luke, along with countless others, are still caught in a purgatory with no set release date.

IPP sentences were abolished in 2012 because they were deemed unjust. However, this was not applied retrospectively, leaving many individuals, including Luke, void of hope and a fair shot at proving their suitability for release.

It is reported that as of September 2020, there were around 2,223 prisoners in England and Wales still serving sentences in this category, all on IPP, with no definite date of release. The long-term, almost Kafka-esque imprisonment these people experience is a damning indictment of our justice system.

This must change. We are seeking an immediate review and reassessment of all those still incarcerated under the terminated IPP sentencing law. In the case of proven suitability, immediate release should be granted. Our demand is for justice and a fair chance for individuals like Luke for whom past judicial errors continue to dictate their lives.
