The Issue

My name is Ronda Terrill Payne and  I am reaching out to you with a story deeply personal and distressing. My son, Christopher Stephan Payne, has been entangled in Japan's "hostage justice" system for nearly five years. Despite the Tokyo High Court overturning his conviction, Christopher remains in solitary confinement, subjected to a system that has repeatedly denied him bail—over 11 times. This treatment not only violates his fundamental human rights but also puts his life at risk due to ongoing major health and mental issues.

The term "hostage justice" in Japan refers to the practice of detaining defendants indefinitely without bail to coerce confessions, often under severe psychological pressure. Despite international scrutiny and widespread condemnation, this practice persists and continues to affect countless lives, including my son's. Christopher's prolonged detention is not just a personal tragedy but a stark violation of international human rights norms.

Christopher's situation highlights a broader systemic issue within the Japanese judicial system. Since his conviction was overturned, he should have been released or, at the very least, granted bail. Instead, his health deteriorates in isolation, without any recourse or sufficient medical attention. This is unacceptable and inhumane.

Our call to action is clear and urgent: the international community must intervene. We urge politicians, the United Nations, and leading human rights organizations to demand Christopher's immediate release and to advocate for reform in Japan's justice system. We need to press for transparency, accountability, and compliance with international human rights standards.
