End Dual Loopholes: Clarify Eileen Gu’s U​.​S. Citizenship Status

The Issue

We the undersigned, respectfully request that the U.S. Department of State and relevant agencies publicly clarify the current U.S. citizenship status of Eileen Gu (Ailing Gu), the American-born freestyle skier who has represented China in the Olympics since 2019. The United States proudly allows dual citizenship, but many countries—including China—do not. When an individual acquires citizenship in a country that prohibits dual nationality, they are required under that country’s law to renounce their previous citizenship. Public records (including the Federal Register’s quarterly list of expatriations) show no evidence that Eileen Gu has formally renounced her U.S. citizenship.This creates a situation in which a U.S.-born citizen may continue to enjoy significant American citizenship benefits—such as a U.S. passport for unrestricted international travel, consular protection, access to U.S. opportunities, and the inherent value of birthright citizenship—while formally or effectively operating as a citizen of a country that does not permit dual status.It is in the clear national interest of the United States to ensure that no one selectively enjoys the extraordinary benefits of U.S. citizenship while violating the no-dual-citizenship laws of another country. Allowing such arrangements: Undermines the integrity and exclusivity of American citizenship;
Creates unfair advantages in international competition (including Olympics, where U.S. athletes and training ecosystems are involved);
Erodes public trust in our immigration and citizenship system; and
Sets a damaging precedent that could encourage “citizenship shopping” in other high-profile or sensitive cases.
We are not asking the government to revoke anyone’s rights or single out any group. We are simply asking for basic transparency and consistent policy enforcement that upholds the value of U.S. citizenship for all Americans.Therefore, we petition the U.S. Department of State and the White House to Publicly confirm or clarify Eileen Gu’s current U.S. citizenship status.
Review and, if necessary, strengthen policies to ensure that U.S.-born individuals who acquire citizenship in no-dual countries properly complete any required renunciation process before continuing to access U.S. citizenship benefits.
Issue guidance reaffirming that the United States expects full compliance with foreign legal requirements in such cases to preserve the integrity of American citizenship.
