End Drive Test Privatization and Support MPP Martha's Bill 224 for Safer Ontario Roads
The Issue
As a Drive Test examiner, I am deeply concerned about the current state of road safety in Ontario. I have personally witnessed countless applicants passing with low skills because of inadequate assessments. The reduced routes and maneuvers do not provide a fair or comprehensive testing method to confer the crucial privilege of holding a driver's license. There many other problem within Drive Test that requires important changes and and improvement. Serco management claims the following list cannot be modified due to the MTO guidelines and contract which includes:
- Modifying the guildline for drivers claiming experience to bypass all the test and try for G class. Many of the road crashes are taking place not only due to lack of skill but also due to lack of knowledge our highway traffic act. Everyone should go through the knowledge test before attempting G2 or G class. Absolutely no bypass because of experience.
- Every city should mandate their bylaws to supervise the MTO routes and safety of residents' property during testing hours. Issue penalties to anyone practicing. This will deter route trainers and create a good relationship between Examiners and residents.
- Mandatory Reinstatement for MTO to audit for DI such as up to date license and check vehicle hygiene for students. Strict penalty for instructors without license
- Mandatory to have working reverse lights
- Provide Examiners the authority to out of order illegal instructors and report it (Serco management raised the question how Examiners would identify an unregistered instructor if he or she claims to be a relative or friend. Valid point! However, this can be rectified by public's assistance. Also, giving our CSA the proper program to track how many times a vehicle are registering for road tests.
- MTO to change the waiting period for applicants wh are unsuccessful after their second try. They must wait a longer waiting period. Instead of 10 days, it should be 15 and the last option is 20 days. This reduces the risk for Examiners and more preparation time for applicants
- Government has set an age when an individual can start to work and retire.Should not we have an age restriction to surrender our license when we are physically and cognitively not capable to function a vehicle safely. This is not age discrimination but an attempt to keep our most precious seniors safe. Government should promote a program for seniors who surrenders their licence free willing.
Serco management discussed to improve:
- Examiners's issue with the current tablet( poor batteries, wireless connection, and gps) Management will look into supplying more batteries and ways to enhancing our gps/wireless
- Management stated that health and safety course such as CPR will be given preference to inside workers (CSA) and not for examiners. If Examiners require medical assistance, we should be contacting 911. Many Examiners had saved several applicants and co-workers who had cardiac arrest. It will be beneficial to provide accesses as many Examiners who are willing to take the cpr course for the safety of public and have a basic knowledge to help first responders.
- Examiners' discretion to accept a standby according to their time availability
- Elimination of alienation in work environment since our work affects our mental. We all are suffering from PTSD without realization, and some do know but do not have the choice to do something about it
- Serco's lack of Canadian law and exercising US law. E.g. no policy of Examiners hurt in accident, lack of knowledge to report at the collision center and being witness; discrimination gender (having one or two female Examiners and comparing productivity with male Examiners when requesting child care) disability discrimination (straining the health care system by requesting multiple physical assessments) (Serco management will share new policies to me, once I receive it, I will modify this statement)
- Lack of training opportunities for G for part-time employees
- Unappreciated and disrespectful management and HR who is not available for employees/Micromanagement by Supervisors
- Over booking and unrealistic time management
Our current system is compromised as a result of the privatization of Drive Test. It's clear we need a change. MPP Martha's Bill 224 proposes to end the privatization of Drive Test, a reform that would allow for more thorough and comprehensive driving tests. This change would ensure that only skillful, well-equipped drivers are allowed on Ontario's roads, reducing accidents and enhancing the safety of all citizens.
A study from the University of Toronto shows that young drivers or drivers with less experience are more likely to be involved in car crashes. Notably, the standard of the Drive Test is a significant factor contributing to this statistic. We must ensure our testing process is robust enough to combat these alarming trends.
Our roads and citizens cannot afford the cost of low-skilled drivers. Let's stand in support of MPP Martha's Bill 224 and campaign for an end to the privatization of Drive Test.
