Justice for the hunting dogs of Lavre and Palmela, and equal protection under the law for every dog in Portugal — whatever its breed, whatever it is used for.

𝗪𝗲, 𝘁𝗵𝗲 𝘂𝗻𝗱𝗲𝗿𝘀𝗶𝗴𝗻𝗲𝗱, call for an end to the blood farming of hunting dogs in Portugal.

One man. Three cases. Hundreds of dogs. He is still free.

𝗧𝗛𝗘 𝗕𝗟𝗢𝗢𝗗 𝗙𝗔𝗥𝗠 — 𝗟𝗮𝘃𝗿𝗲, 𝗠𝗼𝗻𝘁𝗲𝗺𝗼𝗿-𝗼-𝗡𝗼𝘃𝗼 (𝗠𝗮𝘆 𝟮𝟬𝟮𝟲)
• Matilheiro 𝗙𝗿𝗮𝗻𝗰𝗶𝘀𝗰𝗼 𝗔𝗹𝗺𝗲𝗶𝗱𝗮 kept around 70 hunting dogs on rented land — some confined for long periods in vans and transport cages — already facing a cruelty investigation, a criminal complaint over threats to neighbours, and a noise lawsuit.
• Dogs were bled on-site for 𝗕𝗮𝗻𝗰𝗼 𝗱𝗲 𝗦𝗮𝗻𝗴𝘂𝗲 𝗔𝗻𝗶𝗺𝗮𝗹 (𝗕𝗦𝗔), one of only five companies DGAV licenses for this. Collection happened in a cramped shed with no visible sterilisation, beside a litter of puppies — and TVI filmed 𝗮 𝗱𝗲𝗮𝗱 𝗱𝗼𝗴 𝗶𝗻𝘀𝗶𝗱𝗲 𝘁𝗵𝗮𝘁 𝘀𝗮𝗺𝗲 𝘀𝗵𝗲𝗱.
• Almeida blamed the dogs' wounds on hunting through brush. His vet, 𝗗𝗿. 𝗝𝗼ã𝗼 𝗙𝗿𝗮𝗴𝗼𝘀𝗼, called them in "good body condition" with "no external signs of mistreatment" — yet admitted on camera he could bleed 𝟮𝟬–𝟯𝟬 𝗱𝗼𝗴𝘀 𝗮 𝗱𝗮𝘆. Asked whether supply was ever a limit, he told TVI: "𝗜 𝗵𝗮𝘃𝗲 𝘁𝗵𝗼𝘂𝘀𝗮𝗻𝗱𝘀 𝗼𝗳 𝗮𝘃𝗮𝗶𝗹𝗮𝗯𝗹𝗲 𝗱𝗼𝗻𝗼𝗿𝘀. 𝗗𝗼𝗻𝗼𝗿𝘀 𝗮𝗿𝗲 𝗻𝗼𝘁 𝗮 𝗽𝗿𝗼𝗯𝗹𝗲𝗺."
• Those "thousands" are not one pack. In the 𝗔𝗹𝗲𝗻𝘁𝗲𝗷𝗼 𝗮𝗹𝗼𝗻𝗲 𝘁𝗵𝗲 𝗜𝗖𝗡𝗙 𝗹𝗶𝘀𝘁𝘀 ~𝟮𝟬𝟬 𝗵𝘂𝗻𝘁𝗶𝗻𝗴 𝗽𝗮𝗰𝗸𝘀, 𝗯𝘂𝘁 𝗼𝗻𝗹𝘆 𝟵𝟱 𝗮𝗿𝗲 𝗹𝗲𝗴𝗮𝗹𝗶𝘀𝗲𝗱 𝘄𝗶𝘁𝗵 𝗗𝗚𝗔𝗩 — and a volunteer told TVI he fears conditions in the rest may be "equal or worse." Many more dogs are being drained and discarded, unseen, across Portugal.

𝗧𝗛𝗘 𝗕𝗨𝗦𝗜𝗡𝗘𝗦𝗦
• BSA's tax filings: €𝟰.𝟴𝟮𝗠 𝗿𝗲𝘃𝗲𝗻𝘂𝗲 𝗮𝗻𝗱 €𝟭.𝟰𝗠 𝗻𝗲𝘁 𝗽𝗿𝗼𝗳𝗶𝘁 𝗶𝗻 𝟮𝟬𝟮𝟰 — double its 2022 revenue — with 𝟴𝟮% 𝗲𝘅𝗽𝗼𝗿𝘁𝗲𝗱 (65% EU, 17% beyond). Each bag sells for €250–350.
• The chain: 𝗕𝗿𝗼𝗼𝗸𝗳𝗶𝗲𝗹𝗱 Asset Management ( 1 trillion, Canada/Us)→ 𝗢𝗮𝗸𝘁𝗿𝗲𝗲 𝗖𝗮𝗽𝗶𝘁𝗮𝗹 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 (~$223bn, US) → 𝗨𝗡𝗔𝗩𝗘𝗧𝗦 𝗛𝗲𝗮𝗹𝘁𝗵𝗰𝗮𝗿𝗲 (Spain) → 𝗢𝗡𝗘𝗩𝗘𝗧 𝗚𝗿𝗼𝘂𝗽 (Portugal) → 𝗕𝗦𝗔. Group revenue in Portugal alone tops €𝟮𝟵𝗠/𝘆𝗲𝗮𝗿.
• Confronted with the footage, operations director É𝗿𝗶𝗰𝗮 𝗥𝗲𝗯𝗲𝗹𝗼 refused to comment, insisting only that donors must be "over 20 kg, healthy, disease-free and cooperative." The rescued dogs were the opposite: underweight, hernia-scarred, at least one leishmaniasis-positive.
• 𝗡𝘂𝗻𝗼 𝗣𝗮𝗶𝘅ã𝗼 — a vet, Almada council's animal ombudsman (provedor do animal), and a BSA customer — told TVI it troubles him that buying this blood may help keep dogs "chained up."
• We hold 𝗳𝗶𝘃𝗲 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹 𝗦𝗜𝗔𝗖 𝗿𝗲𝗰𝗼𝗿𝗱𝘀 𝗻𝗮𝗺𝗶𝗻𝗴 𝗕𝗦𝗔 𝗶𝘁𝘀𝗲𝗹𝗳 𝗮𝘀 𝘁𝗵𝗲 𝗿𝗲𝗴𝗶𝘀𝘁𝗲𝗿𝗶𝗻𝗴 𝗲𝗻𝘁𝗶𝘁𝘆 for these dogs, identified by BSA's own vets between Dec 2023 and Nov 2025.

𝗜𝗧 𝗛𝗔𝗣𝗣𝗘𝗡𝗘𝗗 𝗔𝗚𝗔𝗜𝗡 — 𝗤𝘂𝗶𝗻𝘁𝗮 𝗱𝗼 𝗔𝗻𝗷𝗼, 𝗣𝗮𝗹𝗺𝗲𝗹𝗮 (𝟮𝟱–𝟮𝟲 𝗝𝘂𝗻𝗲 𝟮𝟬𝟮𝟲)
• One month after the court ordered the Lavre dogs removed, the 𝘀𝗮𝗺𝗲 𝗺𝗮𝘁𝗶𝗹𝗵𝗲𝗶𝗿𝗼 was found still keeping roughly 𝟴𝟬 𝗺𝗼𝗿𝗲 𝗱𝗼𝗴𝘀 — a different group — at a second site: caged, emaciated and with no water at all, in even worse condition than at Lavre.
• GNR 𝘀𝗲𝗶𝘇𝗲𝗱 𝟱𝟰 𝗱𝗼𝗴𝘀, identified 𝗔𝗹𝗺𝗲𝗶𝗱𝗮 𝗮𝗻𝗱 𝗵𝗶𝘀 𝘄𝗶𝗳𝗲 for suspected cruelty, and filed two criminal reports and two welfare-infringement notices. About 𝟯𝟬 𝗱𝗼𝗴𝘀 𝗿𝗲𝗺𝗮𝗶𝗻𝗲𝗱 𝗼𝗻-𝘀𝗶𝘁𝗲 — no rescue had room left.
• 𝗤𝘂𝗶𝗻𝘁𝗶𝗻𝗵𝗮 𝗔𝗕𝗖 took in 19. Its founder said four arrived so starved they "drank water for over half an hour without stopping" — there had been none at the site.

𝗔 𝗦𝗬𝗦𝗧𝗘𝗠 𝗧𝗛𝗔𝗧 𝗙𝗔𝗜𝗟𝗦 𝗔𝗧 𝗘𝗩𝗘𝗥𝗬 𝗟𝗘𝗩𝗘𝗟
Lavre and Palmela were not the beginning. TVI revealed the same man had been investigated years earlier in 𝗠𝗼𝗶𝘁𝗮, where its report documented 𝟭𝟭𝟭 𝗱𝗼𝗴𝘀 — 𝘀𝗼𝗺𝗲 𝘄𝗶𝘁𝗵 𝗲𝗮𝗿𝘀 𝗮𝗻𝗱 𝘁𝗮𝗶𝗹𝘀 𝗮𝗺𝗽𝘂𝘁𝗮𝘁𝗲𝗱 — 𝗮𝗻𝗱 𝗮 𝗱𝗲𝗮𝗱 𝗱𝗼𝗴 𝗹𝗲𝗳𝘁 𝗮𝗺𝗼𝗻𝗴 𝘁𝗵𝗲𝗺. That case was 𝘀𝗵𝗲𝗹𝘃𝗲𝗱. 𝗡𝗼𝘁 𝗼𝗻𝗲 𝗮𝗻𝗶𝗺𝗮𝗹 𝘄𝗮𝘀 𝗿𝗲𝘀𝗰𝘂𝗲𝗱.

An analysis of 𝗗𝗚𝗔𝗩'𝘀 𝗼𝘄𝗻 𝗶𝗻𝘀𝗽𝗲𝗰𝘁𝗶𝗼𝗻 𝗿𝗲𝗽𝗼𝗿𝘁𝘀 (𝟮𝟬𝟮𝟮–𝟮𝟬𝟮𝟰) shows why that silence was fatal. Across three inspections, 𝟭𝟮𝟯 𝗱𝗼𝗴𝘀 𝘄𝗲𝗿𝗲 𝗿𝗲𝗴𝗶𝘀𝘁𝗲𝗿𝗲𝗱 𝗶𝗻 𝗦𝗜𝗔𝗖 — yet the records show how few survived from one year to the next:
• Of the dogs logged in 𝟮𝟬𝟮𝟮, 𝗼𝗻𝗹𝘆 𝟭𝟭% (𝟭𝟰) were still traceable by 2024.
• Of those logged in 𝟮𝟬𝟮𝟯, 𝗼𝗻𝗹𝘆 𝟮𝟬% (𝟮𝟰) survived to 2024.
• 𝟮𝟮 𝗿𝗲𝗴𝗶𝘀𝘁𝗲𝗿𝗲𝗱 𝗱𝗼𝗴𝘀 (𝟭𝟴%) 𝘄𝗲𝗿𝗲 𝗻𝗲𝘃𝗲𝗿 𝗳𝗼𝘂𝗻𝗱 𝗮𝘁 𝗮𝗻𝘆 𝘀𝗶𝘁𝗲 𝗮𝘁 𝗮𝗹𝗹.

The authorities had the numbers. They inspected. They documented dogs vanishing. And they did nothing — until journalists forced it. 𝗪𝗵𝘆 𝗶𝘀 𝗵𝗲 𝘀𝘁𝗶𝗹𝗹 𝗳𝗿𝗲𝗲? 𝗪𝗵𝘆 𝗵𝗮𝘀 𝗵𝗲 𝗻𝗲𝘃𝗲𝗿 𝗯𝗲𝗲𝗻 𝗽𝗿𝗼𝘀𝗲𝗰𝘂𝘁𝗲𝗱? 𝗪𝗵𝘆 𝗵𝗮𝘀 𝘁𝗵𝗲 𝗜𝗖𝗡𝗙 𝗻𝗼𝘁 𝗿𝗲𝘃𝗼𝗸𝗲𝗱 𝗵𝗶𝘀 𝗹𝗶𝗰𝗲𝗻𝗰𝗲?

• 𝗧𝗵𝗲 𝗹𝗶𝗰𝗲𝗻𝗰𝗲 𝘄𝗮𝘀 𝗮𝗯𝘂𝘀𝗲𝗱. A matilheiro licence permits keeping hunting dogs — never running a commercial blood business. ICNF records 𝟳𝟵𝟮 𝗹𝗶𝗰𝗲𝗻𝘀𝗲𝗱 𝗺𝗮𝘁𝗶𝗹𝗵𝗲𝗶𝗿𝗼𝘀 (est. ~1,000 with unregistered operators), one licence covering 100+ dogs with no real welfare check.
• 𝗧𝗵𝗲 𝗯𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗺𝗼𝗱𝗲𝗹 𝗿𝗲𝘄𝗮𝗿𝗱𝗲𝗱 𝗶𝘁. BSA paid in kind — deworming, microchips, medication — for access to a matilha it never inspected, giving an overworked vet every incentive to bleed sick, underweight dogs. To PiT, BSA said the images "were not compatible" with its standards — yet those standards stopped not a single draw.
• 𝗧𝗵𝗲 𝗽𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻𝗮𝗹 𝗯𝗼𝗱𝘆 𝗳𝗹𝗶𝗻𝗰𝗵𝗲𝗱. Shown the footage, the Ordem dos Médicos Veterinários' bastonário, Pedro Fabrica, said only that the blood may have been drawn somewhere "not dignified," and vaguely promised to one day propose a new law. He did not speak up for the dogs.
• 𝗧𝗵𝗲 𝗺𝗮𝗻 𝘄𝗮𝘀 𝗻𝗲𝘃𝗲𝗿 𝘀𝘁𝗼𝗽𝗽𝗲𝗱 — 𝗼𝗻𝗹𝘆 𝘁𝗵𝗲 𝗱𝗼𝗴𝘀 𝘄𝗲𝗿𝗲 𝗺𝗼𝘃𝗲𝗱 𝗼𝗻. The court ordered the Lavre dogs removed, but nothing barred Almeida from keeping animals. A month later he held ~80 more in Palmela, in worse condition. Removing dogs from one site does little while the person stays free to fill another.

𝗔 𝗗𝗢𝗚 𝗜𝗦 𝗔 𝗗𝗢𝗚
Why does this keep happening to hunting dogs — and not the dog asleep on someone's sofa? Because they are quietly being defined out of the law.

In 2023 Spain passed a landmark law recognising animals as sentient beings — then, under hunting-lobby pressure, 𝘄𝗿𝗼𝘁𝗲 𝗵𝘂𝗻𝘁𝗶𝗻𝗴 𝗱𝗼𝗴𝘀 𝘀𝘁𝗿𝗮𝗶𝗴𝗵𝘁 𝗼𝘂𝘁 𝗼𝗳 𝗶𝘁. Galgos and podencos — the very breeds abandoned and hanged in their thousands at each season's end — were left the least protected dogs in the country. Campaigners named it exactly: "𝗠𝗲𝘀𝗺𝗼𝘀 𝗰ã𝗲𝘀, 𝗺𝗲𝘀𝗺𝗮 𝗹𝗲𝗶" — 𝘀𝗮𝗺𝗲 𝗱𝗼𝗴𝘀, 𝘀𝗮𝗺𝗲 𝗹𝗮𝘄. The demand is still unmet.

Now Portugal risks following. As a new EU regulation on the welfare and traceability of dogs and cats nears approval, the hunting federation 𝗙𝗘𝗡𝗖𝗔Ç𝗔 𝗶𝘀 𝗮𝗹𝗿𝗲𝗮𝗱𝘆 𝗹𝗼𝗯𝗯𝘆𝗶𝗻𝗴 𝘁𝗼 𝗲𝘅𝗲𝗺𝗽𝘁 𝗺𝗮𝘁𝗶𝗹𝗵𝗲𝗶𝗿𝗼𝘀 — calling their dogs not companion animals but "working instruments," and insisting "nothing should change" for the traditional hunt.

But tradition, at its truest, honours what is best in us — our compassion, and our respect for other living beings and for nature. A custom that survives only by starving, mutilating and draining dogs has forfeited any claim to the word. 𝗖𝗿𝘂𝗲𝗹𝘁𝘆 𝗶𝘀 𝗻𝗼𝘁 𝘁𝗿𝗮𝗱𝗶𝘁𝗶𝗼𝗻. 𝗖𝗿𝘂𝗲𝗹𝘁𝘆 𝗶𝘀 𝗻𝗼𝘁 𝗵𝗲𝗿𝗶𝘁𝗮𝗴𝗲.

And a dog is a dog. A podengo bled in a dark shed feels fear, thirst and pain exactly as a family pet does. 𝗦𝗲𝗻𝘁𝗶𝗲𝗻𝗰𝗲 𝗱𝗼𝗲𝘀 𝗻𝗼𝘁 𝗱𝗲𝗽𝗲𝗻𝗱 𝗼𝗻 𝗯𝗿𝗲𝗲𝗱, 𝗼𝗿 𝗼𝗻 𝘄𝗵𝗮𝘁 𝗮 𝗵𝘂𝗺𝗮𝗻 𝗱𝗲𝗰𝗶𝗱𝗲𝘀 𝗮𝗻 𝗮𝗻𝗶𝗺𝗮𝗹 𝗶𝘀 𝗳𝗼𝗿. To carve hunting dogs out of welfare law is to hand every future Almeida a licence to do this again — legally. Every dog in Portugal — hunting or companion, podengo or poodle — must stand under the same protection, and the same law.

𝗔 𝗕𝗟𝗢𝗢𝗗-𝗦𝗔𝗙𝗘𝗧𝗬 𝗔𝗟𝗘𝗥𝗧 — 𝗡𝗢𝗧 𝗔𝗡 𝗔𝗖𝗖𝗨𝗦𝗔𝗧𝗜𝗢𝗡
Leishmaniasis is spread by the bite of sandflies. Where the flies infest a site — as they did at this pack — the parasite passes silently from dog to dog, and 𝗮𝘁 𝗹𝗲𝗮𝘀𝘁 𝗼𝗻𝗲 𝗱𝗼𝗴 𝗵𝗲𝗿𝗲 𝘁𝗲𝘀𝘁𝗲𝗱 𝗽𝗼𝘀𝗶𝘁𝗶𝘃𝗲. It can also be carried in a 𝗯𝗹𝗼𝗼𝗱 𝘁𝗿𝗮𝗻𝘀𝗳𝘂𝘀𝗶𝗼𝗻 — exactly what a BSA bag delivers to a sick animal in another clinic. That is why donor screening is not optional: one infected dog's blood can contaminate the bags BSA sells. With 82% of this blood exported, including to the 𝗡𝗲𝘁𝗵𝗲𝗿𝗹𝗮𝗻𝗱𝘀 𝗮𝗻𝗱 𝗕𝗲𝗹𝗴𝗶𝘂𝗺, we ask every clinic and regulator who handled BSA product to confirm donors were properly screened. A precaution, not an accusation.

𝗪𝗛𝗔𝗧 𝗪𝗘 𝗔𝗦𝗞
We are ordinary people speaking for animals who cannot speak for themselves, and we ask each authority and company to act within its power:

1. 𝗠𝗶𝗻𝗶𝘀𝘁é𝗿𝗶𝗼 𝗣ú𝗯𝗹𝗶𝗰𝗼 & 𝘁𝗵𝗲 𝗦𝗲𝘁ú𝗯𝗮𝗹 𝗰𝗼𝘂𝗿𝘁 — we respectfully urge that the case against Francisco Almeida and his wife be carried through to prosecution, so that cruelty documented across Moita, Lavre and Palmela is not answered by simply relocating the dogs again.
2. 𝗜𝗖𝗡𝗙 — we call for Almeida's matilheiro licence to be revoked and for him to be barred from keeping animals; and for the ~792 registered matilhas to be reviewed for true dog counts and welfare, with a sensible cap on the dogs one licence may cover.
3. 𝗢𝗿𝗱𝗲𝗺 𝗱𝗼𝘀 𝗠é𝗱𝗶𝗰𝗼𝘀 𝗩𝗲𝘁𝗲𝗿𝗶𝗻á𝗿𝗶𝗼𝘀 — every Portuguese vet is bound by the Código Deontológico Médico-Veterinário, whose first duty is the protection of animal health and welfare; vets the world over swear an oath to prevent and relieve animal suffering. 𝗗𝗿𝗮𝘄𝗶𝗻𝗴 𝗯𝗹𝗼𝗼𝗱 𝗳𝗿𝗼𝗺 𝘀𝗶𝗰𝗸, 𝘂𝗻𝗱𝗲𝗿𝘄𝗲𝗶𝗴𝗵𝘁 𝗱𝗼𝗴𝘀 𝗶𝘀 𝗮 𝗯𝗿𝗲𝗮𝗰𝗵 𝗼𝗳 𝘁𝗵𝗮𝘁 𝗱𝘂𝘁𝘆, 𝗻𝗼𝘁 𝗮 𝗾𝘂𝗲𝘀𝘁𝗶𝗼𝗻 𝗼𝗳 𝗮 "𝗱𝗶𝗴𝗻𝗶𝗳𝗶𝗲𝗱" 𝗹𝗼𝗰𝗮𝘁𝗶𝗼𝗻. We ask the Ordem to examine and, where warranted, suspend Dr. João Fragoso, Dr. João Pedro Marreiros and Dr.ª Ana Isabel Bota — and any other BSA-contracted veterinarian found to have breached the profession's code of ethics — and to set firm, inspected standards for animal-blood collection now — not as a distant promise.
4. 𝗕𝗦𝗔 & 𝗨𝗡𝗔𝗩𝗘𝗧𝗦 (the operators) — 𝗲𝗻𝗱 𝘁𝗵𝗲 𝘂𝗻𝗲𝘁𝗵𝗶𝗰𝗮𝗹 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗲 𝗼𝗳 𝗵𝗮𝗿𝘃𝗲𝘀𝘁𝗶𝗻𝗴 𝗯𝗹𝗼𝗼𝗱 𝗳𝗿𝗼𝗺 𝗰𝗮𝗽𝘁𝗶𝘃𝗲 𝗵𝘂𝗻𝘁𝗶𝗻𝗴 𝗱𝗼𝗴𝘀. Dogs kept by a matilheiro in constant starvation, dehydration and chains, denied standard veterinary care, could never honestly meet the donor criteria BSA itself claims to enforce. End captive collection, move to an independently audited, voluntary-donor-only model, and fully reimburse the rescues that have cared for these dogs.
5. 𝗢𝗮𝗸𝘁𝗿𝗲𝗲 𝗖𝗮𝗽𝗶𝘁𝗮𝗹 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 & 𝗕𝗿𝗼𝗼𝗸𝗳𝗶𝗲𝗹𝗱 𝗔𝘀𝘀𝗲𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 (the owners) — as the investment firms that own UNAVETS and, through it, BSA, your duty is to steward these holdings ethically, not to profit from the blood of captive animals. Review this asset, and use your ownership to direct UNAVETS and BSA away from captive collection and toward a humane, voluntary model.
6. 𝗗𝗚𝗔𝗩 — we ask for a full inspection of BSA and, given the exports, for coordination with the Netherlands (NVWA) and Belgium (AFSCA/FAGG) to trace product already shipped.
7. 𝗔𝘀𝘀𝗲𝗺𝗯𝗹𝗲𝗶𝗮 𝗱𝗮 𝗥𝗲𝗽ú𝗯𝗹𝗶𝗰𝗮 & 𝘁𝗵𝗲 𝗘𝗨 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝘀 — close the legal gap: 𝗽𝗿𝗼𝗵𝗶𝗯𝗶𝘁 𝘁𝗵𝗲 𝗰𝗼𝗺𝗺𝗲𝗿𝗰𝗶𝗮𝗹 𝗳𝗮𝗿𝗺𝗶𝗻𝗴 𝗼𝗳 𝗮𝗻𝗶𝗺𝗮𝗹 𝗯𝗹𝗼𝗼𝗱 — 𝗮𝗻𝗱 𝘀𝗽𝗲𝗰𝗶𝗳𝗶𝗰𝗮𝗹𝗹𝘆 𝘁𝗵𝗲 𝗯𝗹𝗼𝗼𝗱 𝗳𝗮𝗿𝗺𝗶𝗻𝗴 𝗼𝗳 𝗰𝗮𝗽𝘁𝗶𝘃𝗲 𝗵𝘂𝗻𝘁𝗶𝗻𝗴 𝗱𝗼𝗴𝘀 — support a regulated voluntary-donor system, and have the European Commission (DG SANTE) and EMA review cross-border veterinary blood-product safety. And, plainly: 𝗵𝘂𝗻𝘁𝗶𝗻𝗴 𝗱𝗼𝗴𝘀 𝗺𝘂𝘀𝘁 𝗻𝗲𝘃𝗲𝗿 𝗯𝗲 𝗲𝘅𝗰𝗹𝘂𝗱𝗲𝗱 𝗳𝗿𝗼𝗺 𝗮𝗻𝗶𝗺𝗮𝗹-𝘄𝗲𝗹𝗳𝗮𝗿𝗲 𝗽𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻 — not in Portugal, and not under the incoming EU regulation. A dog is a dog; the law must protect them all.

None of this is beyond reach. Each step is one an authority or company could take tomorrow — if enough of us ask.

• 𝟮𝟮 𝗠𝗮𝘆 𝟮𝟬𝟮𝟲 — 𝟳𝟬 𝗱𝗼𝗴𝘀, 𝟭𝟮 𝗿𝗲𝘀𝗰𝘂𝗲𝘀 coordinated by Lucky Dogs Montemor: Cantinho dos Animais de Beja · Animal Rescue Algarve (ARA) · Associação Bianca (Sesimbra) · Wigglestail Animal Sanctuary (Messines) · Tiny Shelter · Coração 100 Dono · Quintinha ABC · CRAPAA · Amigo Fiel (Bombarral) · Associação Mafra · Cadela Carlota · Canil Municipal de Montemor-o-Novo (13 dogs remain).
• 𝗔𝗳𝘁𝗲𝗿 𝟮𝟮 𝗠𝗮𝘆 — 𝟭𝟱 𝗺𝗼𝗿𝗲 𝗱𝗼𝗴𝘀 found hidden on the Lavre site.
• 𝟮𝟱–𝟮𝟲 𝗝𝘂𝗻𝗲 𝟮𝟬𝟮𝟲, 𝗣𝗮𝗹𝗺𝗲𝗹𝗮 — 𝟱𝟰 𝗱𝗼𝗴𝘀 𝘀𝗲𝗶𝘇𝗲𝗱 (a separate group the same matilheiro still held): Quintinha ABC (19), Marradinhas and others; ~30 dogs remained on-site as capacity was exhausted.

Every one of these organisations is owed full reimbursement by UNAVETS and BSA and their investors.
