The suffering of animals in Kosovo is immense. As you travel through the country, you see countless animals lying lifeless by the roadside. On the route from Prizren to Prishtina alone, we counted 24 dogs and 11 cats killed by traffic in just three days.

At the landfill in Peja, it feels like stepping onto another planet: more than a thousand dogs have been dumped there like trash and left to die. Among the broken glass and sharp debris wander tiny puppies — starving, thirsty, and terrified. Many dogs are injured, limping, or suffering from severe skin diseases. Volunteers report similar situations in Podujeva, Vushtri, Istog, and Klina. The suffering is everywhere — and it is heartbreaking.

We call on the government and municipalities to take immediate action:
• Ban the breeding, sale, and import of dogs and cats for at least five years.
• Microchip all animals, prevent abandonment, and make animal dumping a criminal offense.
• Launch nationwide sterilization programs with open tenders available to all local veterinarians.
• Prosecute animal abusers, dumpers, and those involved in corrupt practices.
• Ensure full transparency from municipalities, veterinarians, and AVUK regarding policies and spending.
• Implement education programs on animal welfare and responsible ownership.

We believe this crisis can be solved — but only if everyone takes responsibility: the government, local authorities, and the people. Responsible pet ownership is a crucial part of the solution.
