Based in Howard City, Michigan, R&R Research (R&R) is a Class B animal dealer that sells random source cats and dogs to research facilities. R&R has received multiple Animal Welfare Act (AWA) violations, including several incidents where animals were obtained from illegal sources. It is USDA’s responsibility to uphold the AWA.

Based in Howard City, Michigan, R&R Research (R&R) is a Class B animal dealer that sells random source cats and dogs to research facilities. R&R has received multiple Animal Welfare Act (AWA) violations, including several incidents where animals were obtained from illegal sources. For example, in 2005, R&R was cited for illegally obtaining a number of cats. USDA entered into a settlement agreement with R&R, allowing the dealer to stay in business. 

This dealer has continued to violate the AWA. Just two years later, R&R was cited again. In fact, R&R was cited three times from September 2007 to March 2009 for obtaining cats and dogs from people who did not breed or raise the animals on their property, and were not licensed dealers, which is a violation of the AWA’s Protection of Pets section. According to the AWA, any dealer that violates this section of the AWA at least three times may have its license revoked.

It is USDA’s responsibility to uphold the AWA. Because R&R has a pattern of AWA violations, and continues to violate the AWA’s Protection of Pets section, USDA should exercise its authority by permanently revoking R&R’s license.

Please use the form below to contact Chester Gipson, D.V.M., the Deputy Administrator of Animal Care at USDA, and ask that the agency immediately revoke R&R Research’s Class B dealer license. Remind USDA that R&R has committed three violations of the AWA’s Protection of Pets section, in addition to numerous other transgressions.
