A dedicated statewide registry would complement such legislative efforts by adding a preventive tool aimed specifically at stopping repeat offenders before new harm occurs.
According to the ASPCA, nationwide, an estimated 10 million animals suffer abuse annually. This staggering number highlights the necessity of adopting preventive measures to curb animal cruelty.
