The story of my brother, Blaine, is, unfortunately, not unique. He was your average young man - bright, hardworking, and with plenty of potential. However, in 2019, a drug-induced psychosis, now believed to have been caused by fentanyl, triggered schizophrenia. Since then, Blaine's life has been a battle, not only with his mental illness but also in finding the help and support he requires. Despite the heroic efforts of family and friends, Blaine has been homeless for 4 years now and coming to 5 years in 2025. His struggle to access the help he needs is what motivates this urgent plea for change. 

We propose the enactment of Ricky's Law in the state of Oregon, a legislation that has previously shown encouraging results in other states where implemented (Washington). Ricky's Law allows involuntary treatment for people experiencing substance abuse or other forms of mental health crises, ensuring they receive immediate and suitable care. Oregon’s County and Municipal governments, along with the local health providers, must consider Ricky's law as a viable solution to help individuals like Blaine.

The proposal should also include, access to rehabilitation facilities and job recruitment sources, to further help individuals like Blaine who suffer from mental illness and need more care and support. Ensuring that those individuals are mentally stable and ready to get their lives back on track. 

According to the Mental Health America 2020 report, Oregon ranked 51st in access to mental health care. These alarming statistics underline the severity of this issue. Consideration of Ricky's Law is not just a matter of public health but also a necessary measure in ensuring human dignity and compassion for our loved ones who struggle with these unseen battles daily. We can't let individuals like Blaine continue to struggle when viable solutions exist.
