Enact No Chase Policy in North Carolina - Save Innocent Lives

The Issue

Friday night Sept 8th a 38 year old woman was Door Dashing with her 12 year old son.  The light turned green and she drove through.  Only to be t-boned and knocked 400 ft by a City Police Officer pursuing a motorcycle who he had pulled for reckless driving and having no tag.  The motorcyclist took off from the stop and the police officer pursued him and extremely high speed.  He did not even attempt to slow down for the upcoming intersection.  Witnesses state that the motorcycle was far enough ahead of the officer as to him having no chance of catching him.  

That woman was my daughter Cynthia Nicole Fox and that boy was my 12 year old grandson Michael Wesley Lail.  Cynthia was killed instantly and Michael was declared brain dead a day later.  My family is in deep mourning for a senseless death.  If the motorcyclist had been caught it would have been an infraction.  The city does have a No Chase Policy but it leaves the risk up to the discretion of the officer.  There have to be stronger policies that positively declare that there should be no high speed chases for infractions such as speeding, no tag, no license.  

I am starting this petition to let NC Legislators that we need a STRONG statewide No Chase Policy in North Carolina.  Another family does not have to suffer what mine has.

"Pursuits are the most dangerous police tactic to the average citizen, killing more innocent bystanders than bullets from officers' firearms. 
The National Highway Traffic Safety Administration [NHTSA] and the International Association of Chiefs of Police keep records of pursuit-related collisions. Their statistics show that on average, crashes as a result of drivers fleeing from police kill: 

•    One person a day. More than 1 /3 are innocent bystanders.
•    One officer every six to eight weeks.

Pursuit fatalities are reported at the discretion of law enforcement, so the number of civilian deaths is likely higher. NHTSA's reporting system counts fleeing drivers' passengers as "occupants of fleeing vehicle" even though these deaths include innocent minors and adults who did not know the driver would flee. Also, innocent bystanders who die later at the hospital are sometimes not reported as a pursuit fatality.

Death is not the only outcome. Police officers and innocent bystanders have become paralyzed and/or brain damaged, while others have suffered life-altering injuries. No government agency tracks injuries as a result of pursuit crashes. Researchers from academia and law enforcement widely accept that 35-40 percent of all vehicular police pursuits end in a collision. "
