Enact bylaws to better protect animals in Hopkinton
The Issue
This petition is to urge the Hopkinton, MA Selectboard to pursue new bylaws to better protect animals in our community.
** Background **
A recent news report uncovered that Hopkinton veterinarian Dr. Margo Roman's practice of veterinary medicine constitutes physical abuse and rough handling of an animal, according to the Massachusetts Veterinary Board. This apparently is just one of many troubling investigations into the local veterinarian's practice.
Public records show the Vet Board found that Dr. Roman performed a procedure in which she "shaved down 16 teeth of a dog with a saw blade. The dog was placed under anesthesia but Roman did not provide antibiotics or pain management, despite the dog experiencing pain and difficulty eating."
Now a news report revealed that a fifth investigation has been opened into the Hopkinton veterinarian in response to allegations of misrepresentation and unprofessional contact.
When notified about these concerns, the town leadership's response was that this is the state's domain. Unfortunately, it appears that the state has done little about these issues beyond giving a slap on the wrist. A fine here, a reprimand there.
Currently, the town does not have the power to intervene.
A similar problem emerged last summer when a dog named Lin that Greyhound Friends imported from Ireland died within hours of arrival. Most commercial airlines will not transport dogs in cargo during the summer and winter due to the inherent risk that severe temperatures can have on the dogs.
When notified of this tragic loss, the Selectboard said it was outside of their purview. To our knowledge, no one to date has investigated the cause of death or enacted safer practices.
One straightforward way to protect animals is to write a town bylaw that would empower the town to close an establishment if they bring harm animals.
