I kept imagining my own dog in that situation—terrified, in agony, and no one coming to help. No animal deserves to die like that. I'm signing this petition because I want to live in a world where cruelty like this has real consequences, and where every creature—stray or not—is treated with basic compassion.

The horrific incident that took place on June 28, 2026, in Jieyang, China, has shaken many of us to our core. Four minors were involved in the appalling act of burning a mother dog and her puppies alive. Yet, this is not just an isolated event; it is a grim reminder of the urgent need for more stringent animal protection laws in China.

Currently, China lacks a comprehensive animal cruelty law, making it difficult to prosecute perpetrators of such heinous acts. This legislative gap not only undermines justice for the victims but also fails to deter future acts of cruelty. According to the World Animal Protection Index, China is one of the few countries without adequate legal framework for animal welfare, leaving countless animals vulnerable to abuse and neglect.

We call upon the Standing Committee of the National People's Congress to immediately enact a comprehensive animal cruelty law. This law should hold individuals accountable for their actions, regardless of age, ensuring that those responsible for cruelty face necessary legal consequences.
