To Mayor Brandon M. Scott, the Baltimore City Council, and the Baltimore City Department of Transportation:

We, the undersigned Baltimore residents, taxpayers, business owners and stakeholders, call for an immediate moratorium on new roadway projects that eliminate existing general-purpose vehicular travel lanes, materially narrow emergency-apparatus access, or substantially remove curb/loading
access until Baltimore completes an independent public-safety, traffic, emergency-response and community-
impact review which includes a verified scientific survey of all impacted stakeholders.

We strongly object to the imposition of bike lanes and mobility lanes in neighborhoods without meaningful community engagement, the public safety issues created when bike lanes reduce the space for ambulatory services, the elimination of residential parking for sporadic and seasonal cycling, the use of federal funds for bike lanes in the face of other Transportation priorities, the environmental justice impacts that are created by bike lanes, and the failure to prioritize community alternatives over special interest groups who live outside of impacted neighborhoods. 

We demand a moratorium on further bike lane discussions, bike lane construction, and solicitation for grants and other funding pending resolution of our concerns.

Secondly, we demand  a similar moratorium on projects that result in delays to public safety and emergency services.
