LB 360 has passed select file. However, the most important part, AM 1518, as proposed by Senator Al Davis, is in serious jeopardy. It is in the middle of debate right now. The unicameral recessed last night at 7:00 p.m. At that time many senators were speaking out against this amendment. They are saying it goes too far to protect puppy mill dogs in Nebraska. Please write to your senator (or call) TODAY to ask them to please vote FOR AM 1518 as proposed by Senator Al Davis. Tell them that it is patently absurd to imply that providing continuous access to clean water, no more than 12 hours of feces and urine accumulation in cages, medical care when suffering a life threatening illness, and protection from extreme weather that could cause death goes too far! If LB 360 passes without this amendment breeding dogs would only need to be provided water once every twelve hours. This is unenforceable and dangerous to the health of the animal. If an inspector goes in at noon on a 100 degree day and finds an animal with no water the breeder can just say they gave water at 7 am and will do it again at 7 pm. Many veterinarians have written about the plethora of dangers that exist from only having access to water twice a day. If it passes without this amendment it would mean that dogs could only be seized and provided medical care if they have an acute injury. Most life threatening conditions do not involve acute injury. They involve illness or conditions such as bloat, metabolic crisis, difficulty breathing, inability to pass urine or stool, heatstroke, severe vomiting, eclampsia, gastrointestinal obstruction, renal failure, cardiac events, seizures, severe infection and shock. If it passes without this amendment dogs could not be seized unless almost every square inch of their living space was covered in urine and feces. If it passes without this amendment Nebraska Department of Agriculture veterinarians and veterinarians hired by the breeders will be able to say that chihuahuas, poodles, dachshunds and other small, frail breeds are "acclimated" to the harsh extremes of weather, providing them no protection. This has happened and will continue to happen without this amendment. Even if you have been reaching out to your senator regarding LB 360, reach out again, NOW, TODAY to ask them to vote FOR AM 1518.
