Emergency Funding to Save Virginia’s Overcrowded Animal Shelters

The Issue

Across Virginia, animal shelters are facing a heartbreaking crisis. Rising costs of food, rent, and everyday essentials—driven higher by inflation—are forcing many families to make the devastating choice to surrender beloved pets. These animals, once cherished companions, now face the uncertainty of overcrowded kennels or worse, being turned away because there’s simply no more room.

Shelter workers are doing everything they can—stretching budgets, leaning on volunteers, and working around the clock—but it’s not enough. Intake numbers are up, adoptions are slowing, and the cost to care for each animal keeps rising. Without immediate emergency funding, many shelters could be forced to reduce services, close intake, or make impossible decisions about the animals in their care.

This is not just an “animal issue”—it’s a community issue. When shelters are over capacity, it strains public health systems, increases the number of stray animals on the streets, and puts more pressure on already stressed local resources. These animals deserve safety, food, and care while they wait for their second chance.

We are calling on Virginia’s state legislators and local governments to create an emergency relief fund for animal shelters to:

  • Cover essential food, veterinary, and housing costs during this period of high inflation.
  • Support community outreach programs that help struggling families keep their pets, rather than surrender them.
  • Ensure no healthy, adoptable animal is euthanized simply due to lack of space or resources.

The bond between humans and animals is one of the most meaningful connections we have. No one should be forced to give up their pet because they can’t afford to care for them. By acting now, Virginia can show that we are a state that values compassion, community, and the lives of our most vulnerable residents—both human and animal.
