Backround

Elizabeth Township is a mixture of suburban and rural residential neighborhoods bordered by the beloved Youghiogheny River that has been enjoyed predominantly by families for generations. We are home to over 13,000 residents and over 5,400 households. While enjoyed by residents, 4 out of 5 schools in the Elizabeth Forward School District are within our border as well, meaning that we are host to an estimated 2,000 school age children from 3 different municipalities. We are asking for your help and support to ensure that residents and our children have adequate protections in place that have their health, safety and general welfare as the top priority. Currently Elizabeth Township has an outdated ordinance in place that is grossly insufficient in meeting these needs. This is not an argument on whether natural gas production is "good" or "bad", this is a matter of what is safe and what is not. As it is now, the current ordinance allows for the heavy industrial process of hydraulic fracturing in every zoning district with a mere 500ft setback from the wellhead. If you are familiar with this municipality, 500ft would be the distance between Rock Run Road and the EFSD Middle School. This means that while the wellhead itself would only be 500ft away, the well pad itself that would store highly flammable materials, toxic chemicals and heavy industrial activities could be much closer to residential homes and schools. We believe that reasonable production of natural gas and safety of residents/children can both be achieved through reexamining this ordinance and increasing setback requirements for the more densely populated areas and schools. Elizabeth Township is one of very few municipalities in the Commonwealth of Pennsylvania that has its own zoning, but such low setback requirements.
