The 10Kms Electronics City Flyover along Hosur Road in Bengaluru, between Bomanahalli (near Central Silk Board) and Electronics City, was initiated in early 2006, and inaugurated on 22 January 2010. It was built by a consortium called BETL (Bengaluru Elevated Tollway Limited) at a cost of about Rs. 1000 Crores, on a BOT (Build-Operate-Transfer) basis, with Concession period of 20 years from 2006 ending on 10 Sep 2026, during which BETL was authorized to collect toll. Earlier, the Toll plaza was at the outskirts of Bengaluru, but now Bengaluru has expanded well beyond the Toll plaza right upto the Tamil Nadu border.

The Toll covers total costs incurred by the Concessionaire (the private builder group) to build, operate, and maintain the infrastructure, along with a reasonable return on their investment. One estimate says the present annual toll-collection potential of the Electronics City Toll Plaza is around ₹135 crores.

Now that the concession period is fully over, to retain sanctity of the Concession Agreement and in larger public interest, the toll plaza should have been would up from 11 September 2026 and the Flyover taken over by NHAI for further maintenance - and also to stop the water-logging/flooding in the dip/valley part of this Flyover.

However, Toll collection continues.

Two-wheelers are generally not charged user fee on National Highways, but the Electronics City Flyover has its own specific tariff history; the current published tariff lists ₹25 for two-wheelers.

With separate toll to be paid at the Attibele Toll Plaza - just 14 Kms ahead - the National Highway Authority of India / Ministry of Road Transport and Highways should have decided the modalities of stopping Toll collection at Electronics City Toll Plaza, well in advance, while also not compromising on safety and maintenance. As per current NHAI rules, standard minimum distance between 2 adjacent toll plazas on the same section of a National Highway in the same direction is 60 Kms.

All these factors require NHAI / MoRTH to immediately decide and implement a practical solution to uphold their own Rules as well as in public interest. If maintenance has to be covered it cannot be BAU (Business as Usual) by continuing the same toll which also catered to recovery of costs to build the Flyover as well as return on investments.

Through this online Petition, the Signatories strongly urge and request the Decision-making Authorities to provide a solution on high priority and also not set a wrong precedent when concession period gets over, for many other plazas across the country.
