Change the plan for the development of the last green zoned Open Space in Edmonds.
The Issue
The Former Edmonds Woodway campus is the last green zoned Open Space in the City of Edmonds. Current plans cover the green space with rubber and plastic fields for the use of regional paid sports franchises and sports teams.
We, the citizens of Edmonds and the Edmonds School District ask that the plans be changed to include ecologically sound community spaces such as two grass sports fields, running paths, bird and community gardens, an outdoor amphitheater and classroom, picnic areas and a playground. These changes open the space to ALL of the citizens of Edmonds, as well as surrounding communities and honor the original intent of the land grant from the Department of Natural Resources. This land grant requires the space to be used for "public school purposes" (Quit Claim Deed, State of Washington, Department of Natural Resources).
Currently, community members use the space for family gatherings, dog-walking, remote controlled flying, exercise, and breathing space. School children from Edmonds Heights K-12, Scriber Lake High School, and V.O.I.C.E. use the fields for outdoor classrooms and educational recreation. These community members and students would be prohibited from using the fields at will under the current plan.
Migratory birds, grass ecosystems, and protected forest land are a part of the space and deserve respect. No bird study was completed and inaccurate information ("no migratory birds") was submitted with the application.
The City Code of Edmonds states that open spaces cannot be used for "commercial operations" and must not "decrease the openness or interfere with the scenic or habitat value of the land". Also, "the design and plan shall create the minimum of surface and vegetation disturbance". We believe the current plans violate the intention of "open space" per the City Code of Edmonds and request that the plans be rigorously reviewed for compliance.
