Allow pet rabbits into Guam

Allow pet rabbits into Guam
The Issue
When we were stationed here in 2014, I was told my rabbits would not be allowed here on Guam. My rabbits were both spayed/neutered and trained. I was shocked and asked why they were not allowed but was never given an answer besides they are an invasive species and there were already taking over the island. Upon my arrival I discovered that rabbit sightings are extremely rare. I met people who have lived here their whole lives and never saw a rabbit besides the pet stores. Guam allows the sale of rabbits from breeders but will not allow any rabbits to be brought in from anywhere else.
Guam does allow dogs, cat, and even chickens to be imported however they face a massive problem with stray dogs and cats. The only shelter is constantly over flowing with unaltered dogs and cats.
How can a country allow in pets that already run rampant but not allow rabbits?
I have visited the Department of Agriculture many times asking for more information or some kind of research that proves rabbits would be a detriment to the island but I was told "no is a good enough answer". I left my email and phone and asked to be updated with their import laws and never was.
My goal is to gather as many signatures as possible to get the attention of the governor in hopes something can be worked out. It's not fair that rabbits are not treated as equals to dogs and cats. If a rabbit is spayed/neutered, microchipped, and disease-free then they should be allowed to come with their family.
