Aside from cost and lack of personnel for maintaining addition rinks in the city, with respect to Mitscher Park one of the main concerns is the location of the fire hydrant. It is across the street. This causes a hazard during periods of flooding the rink because the hose stretches across the road. Flooding the rink is a process and it is not a one time and done. There will be a financial impact along with a strain on current human capital. There is also a concern about adequate lighting at night. This is valid because people will skate after dark. There are 4 flood lights on top of the shelter used for lighting the hockey rink and another flood light on a pole to light the pleasure rink, they both work; however, if we use the 2nd light a tree will need to be removed or trimmed back. I am not aware if there is adequate (any) surveillance in the park. From a risk management perspective, we need lights, surveillance and staff to maintain the condition of the rink properly. Additionally, research done on this issue last year when it was first raised to me show that rinks were closed due to staffing and budget over the years.
