Ideas include: flooding the rink but not having a warming house or having one staffed by volunteers, tapping into ARPA funds for the next few years to evaluate usage as well as funding options, rotating the seven open ice rinks throughout the city from year to year, raising private dollars to finance the rink, or closing a few of the seven current warming houses in order to flood a few new neighborhood rinks through a zero-dollar budget amendment.
