Want to have a say in the solar siting process? You can, by requesting to be an Intervenor in Docket 492A. Being an intervenor carries more weight than making a statement at the hearing
This status gives you a real voice in the proceedings. You won’t speak at the hearing, but you can submit written evidence, present witnesses, and ask questions of the petitioner and other participants. You’ll also be allowed to cross-examine others and their witnesses.
💡 Who can be an Intervenor?
You don’t need to be a lawyer or expert, just someone directly affected or with relevant knowledge.
For example:
• A neighbor living near the proposed solar site
• A parent concerned about safety or environmental impacts
• A local advocate with data or testimony to share
• A resident with experience from past solar projects
It might sound like a lot, but the Siting Council staff is helpful and available by phone or email to guide you through.
📄 The form is fillable and straightforward. I have attached a link to it in the comments. You can change the answers to suit you except question 3. Please keep that as is. Here’s is an example of how to answer the four questions on the application.
1. I live across the street from a solar array in our town and have been directly affected by it. Further development of large arrays pose health and safety concerns due to the extremely close proximity to residents. I affirm that my participation will not disrupt the orderly conduct of these proceedings.
2. I propose to participate as an Intervenor by filing interrogatories, testimony and evidence. I also intend to cross-examine the petitioner.
3. Pursuant to Connecticut General Statutes Chapter 227a, Section §16-50n and §4-177a
4. I intend to present evidence of the substantial adverse effect that the facility would have on the environment and the safety of residents living nearby.

• Print and sign the form
• Make 15 copies to mail to:
Connecticut Siting Council (CSC)
10 Franklin Sq, New Britain, CT 06051
You can send it certified or registered mail if you would like confirmation it has been received.
If you can’t make the copies, the Council has said they’ll do it for you as a courtesy as long as they receive your signed original.
