East Village Tattoo Shops - Zoning Text Amendment
The Issue
The goal of this petition is to amend zoning text for The Village of East Davenport to allow body modification establishments. 20 years ago the ordinance was put in place and body modification establishments were deemed non-permissible because they don’t fit the historical significance of the Village. Many can agree, times have changed as has the perception of tattoo artists and their patrons that proudly wear their art.
Two shops located in the Village, Obscura Tattoo & Gallery (who’s been there over a year now) and The Happy Cat Tattoo (who just moved in and opened in May) are at risk of being shut down. This ordinance was not brought up to either shop owner throughout their application process, build out, etc. Many people they’ve spoke to didn’t even know it was a rule. It has only come up because (as far as we know) one person has complained. One person’s perception of tattoo artists and their complaint is jeopardizing the livelihood of multiple hardworking, tax paying local residents.
Both owners, Ryan Kistenmacher (Obscura) and Chelsea Frame (Happy Cat), renovated their own spaces with their own money and hard work. They also employ other artists with families to support as well as supporting their own families. Both shops are fully licensed through the state, have passed health and plumbing inspections. Both owners also have up to 20+ years of experience, with their own clientele built up over decades and lastly they are also home owners/residents of McClellan Heights, the neighborhood adjacent to the Village.
We’re asking for your support through a signature on this petition for zoning text to be amended in order to allow these shops to stay in the Village and hopefully show those who are hesitant that they’re a positive addition and can only benefit the Village of East Davenport as a whole.
