Rezone Vineyard Park Communities into Evergreen/District 8 High Schools of ESUHSD.
The Issue
Vineyard Park is a set of communities bounded by White Road, Quimby Road, Norwood Creek, and Thompson Creek in Evergreen/District 8 of the City of San Jose, CA. The residents of these communities would like to petition ESUHSD to make the zoning for high schools to be optional for the two Evergreen/District 8 High Schools Evergreen Valley High School, and Silver Creek high school.
We are not proposing changing boundaries but demanding justice for the gross negligence that has been used by the ESUHSD board in throwing communities of the 'Vineyard Park' neighborhood into the W.C. Overfelt High School.
We cite ESUHSD board guidelines document BP5118 clauses that have been ignored in assigning this neighborhood to W.C. Overflew High School.
1. BP5118 Clause - Avoid “splitting” families, i.e., certain grades from an area go to one school, and the remaining grades from the same area go to another school. Each family will have the option of sending all of its children to the same school. A family having one child in elementary and middle school and another in high school has to go 4 miles in opposite direction to drop the children while there is an Evergreen Valley high school less than 0.5 miles from their elementary Norwood Creek school and Quimby Oak middle school.
Negligence - All of the children from this neighborhood attend elementary and middle schools that feed either into Evergreen Valley High School or Silver Creek High school.
2. BP5118 Clause - Attempt to set lines at logical boundaries such as freeways, streams, etc. Consider the availability of access to the “new” school. Avoid gerrymandering—aim for natural lines. Avoid splitting streets that would put different sides of the street in different attendance areas.
Negligence - This neighborhood is bounded by two natural creeks, i.e. Norwood Creek on the East and Thompson Creek on the North. It's also bounded by an 8 lane Capitol Expressway on the North of Thompson Creek. ESUHSD board has been negligent to 13 and 14 years olds by asking them to cross 8 lanes Capitol Express to go to W.C. Overfelt High School 3 miles away while there exists Evergreen Valley High School 1 mile away. The students across White Road go to Evergreen Valley High School and while the students across Quimby Road go to Silver Creek High School.
3. BP5118 Clause - Consider student travel.
W.C. Overfelt high school is 3 miles away from the said Vineyard Park neighborhood and the only route is to go over natural Thompson Creek crossing an 8 lane Capitol Expressway.
4. BP5118 Claus - Consider coincidence with elementary district and school boundaries.
W.C. Overflew caters to Alum Rock Elementary School District and is part of the City of San Jose District 5 while the Vineyard Park neighborhood is part of Evergreen Elementary School District and part of the city of San Jose District 8.
