The proposal to rezone the lot currently used by the New York Blood Center will have numerous negative consequences to the neighborhood surrounding the center. 

1) The NYBC currently needs renovated space, even in their new planned design, they occupy the same dimensions, width and height of the existing structure.   The added height of 200+ feet will be used entirely for commercial tenant "partners" and will not be utilized by the existing community blood center.

2) The enormous commercial tower being proposed will directly negatively impact the local neighborhood residents through:

• Increased traffic on already congested cross-town and school zone streets.  Adding loading docks and support vehicles for an office tower mid-block on 66th street (a 1 lane street!) as well as vehicle deliveries on 67th already severely congested from cross-town and school busses.
• Creating traffic and commercial visitors (thousands per day) during the hours the adjacent neighborhood school is receiving and discharging students of all ages, some with special needs.   This added foot traffic is a DIRECT DANGER TO CHILDREN
• By reducing sunlight to the only neighborhood park, up to 4 hours per day.
• Supporting Bio Safety Level 3 laboratories (which research severe and deadly pathogens transmitted through inhalation)
• Completely blocking all sunlight to the east side of 301 e. 66th St.
• Casting shadows and towering over mid-block houses and residential buildings on plots between 66th - 67th from 2nd Ave to 1st Ave.
• Disrupting the neighborhood values of mid-block Upper East Side living.

3) This proposal is not a requirement for the NYBC to grow and continue providing community service.   This proposal is due to the sheer greed of Boston (not even New York!) developers who are using the Blood Center as a patsy to push their commercialization agenda of the Upper East Side for profit, regardless of the impact to the neighborhood and it's residents.
