As per Letter No. 576/3/2013/SDR (Dated: 11th Oct 2013) of Election commission of India, "None of the above" or NOTA is a toothless voting option. The letter states that NOTA has the same effect as not voting for any candidate i.e. even if NOTA receives majority votes, the candidate who secured second largest majority will be declared as elected. 

Why would a voter go all the way to the election booth and vote for NOTA knowing it is the same as not voting at all? Agreed it provides right to not to vote while maintaining secrecy but what about right to reject? 

MAKE NOTA A POWERFUL VOTING OPTION

1) If NOTA receives majority the entire election of that Constituency must be cancelled and a new election must be commissioned. 

2) All the candidates who stood in the election in that Constituency should be banned for 5 years i.e. they must not be able to appear in any election for the next immediate 5 years. All candidates to lose their deposits. 

3) New election commissioned should have new set of candidates. 

Making NOTA a powerful tool will help people remove the weeds. When there is right to vote there should be right to reject as well. This basic right has been refused to people by Indian constitution in its entire history.
