Petition Summary:  Thousands of U.S. citizens and others are reporting they are victims of non-consensual human experimentation.  Victims include children and prisoners.  Over fifty years after Project MKULTRA officially ended we still don't have the necessary reforms to protect U.S. citizens and others from non-consensual research.  As a society we must ensure that research subjects possess human rights that are inviolate by enacting regulatory and legislative changes.
