“DOT: Launch a National Truck Parking Ramp Pilot Program — Drivers Deserve a Legal Option”

The Issue

America’s truck drivers are in crisis — and the public is at risk, too.

Today, there is only 1 legal parking space for every 11 trucks on the road. Drivers are forced to park on highway ramps just to get required rest, putting lives in danger and hurting compliance with federal safety rules.

We are calling on the U.S. Department of Transportation (DOT) to approve a national pilot program to turn highway ramp shoulders into designated truck parking zones.

This proposal — authored by Will Cook, independent truck driver and founder of A Driver’s Perspective — outlines how we can safely strengthen shoulders, add lighting and signage, and open legal parking in high-traffic states like Texas, California, Illinois, Pennsylvania, and Ohio.

The benefits are clear:

 • More legal parking spaces

 • Fewer injuries and fatalities

 • Better Electronic Logging Device (ELD) compliance

 • Less stress on truckers

 • Safer highways for everyone

We are aiming for 10,000 signatures by July 29, 2025 to show the DOT that the public and trucking industry demand action.
