JUSTICE 4 MONWELL a Reform Prisoner that earned a 2nd chance, Is being denied a 2nd chance
The Issue
Monwell Douglas is a prisoner/community advocate who stands for civil, legislative and equal rights. On November 20th 2003 he was indicted for the murder of a 20 year old man, and later convicted, who robbed him for drugs and money. Before this incident had occurred he had never been convicted of a violent crime before, and his history in the community correctional system was minimal, He only had been convicted of misdemeanor drug offenses and 1 felony cocaine conviction. For this he was sentenced 60 years in prison.
While he has been incarcerated he has completed the following Indiana Department of Corrections approved Reform programs: 2002 GED; 2009 Associates Degree at ISU; 2011 Bachelors Degree ISU & 2017 Paralegal Degree at Blackstone Inst.. Conduct reform programs: 2009 PLUS Program Graduate, w/ 32 certificated programs completed and a 2017 STAND Program completion. Monwell finished these programs while facing the perils of prison, all while completing these programs drug free, and never failing any drug test in 17 years.
He has filed for a modification of his sentence 3 times, all of which have been denied by the Howard County Prosecutors Office, who has sole discretion over his right to have his sentence modified. He has never received his 2nd chance, yet he has earned one. The criminal justice reform system in the state of Indiana is broken, why hasn’t he not received a 2nd chance?
