Taking away the right to use tobacco products from 18-20 years old who have already been using such products is against our 9th amendment rights. 
If I can serve our country, vote, get into clubs, and be charged as an adult then I should have the liberties to use tobacco products. 
If the real issue is teen smoking like they say it is, then shouldn’t we should be cracking down on Tobacco shops that don’t ID, gas stations that don’t ID, and adults buying minors tobacco products? 
If a 17 year old wants a pack of cigarettes they will just go and find a 21 year old to buy it for them. This is not a fix. It is a bandaid. Instead of getting “tickets” for vaping in school it should be prosecuted legally as an illegal crime the same as fighting on school grounds. I’m sure if they prosecuted this the same as fighting you would see a drastic change.
