To the United Nations High Commissioner for Human Rights,

To all Member States,

We write to you not only as citizens of the world, but as human beings who cannot remain silent while innocent lives are taken with impunity.In recent months, families in Iran have buried their children, their brothers, their sisters, and their parents. Mothers wait outside prisons with no answers. Fathers search hospitals and morgues for names that should never be there. Entire communities live in fear, knowing that peaceful protest can be met with bullets.

These are not abstract violations. These are real people, with real names, real families, and real futures that have been violently taken away.

Credible reports indicate that Iranian security forces have used lethal force against civilians, carried out arbitrary arrests, enforced disappearances, and suppressed peaceful assembly through extreme violence. The scale and pattern of these acts suggest not isolated incidents, but a systematic assault on a population that is asking only for dignity and basic rights.

When a state turns its weapons against its own people, it has failed in its most fundamental duty.

In 2005, all United Nations Member States agreed on a simple but powerful principle: the Responsibility to Protect. This principle was created precisely for moments like this. It affirms that when a state fails to protect its population from crimes against humanity, the international community must not remain passive.

Today, the people of Iran are asking the world a single question:

Does the promise of “Never Again” include us, or not?

We therefore urgently call on the United Nations Human Rights Council and Member States to act.

We ask you to:

Establish an independent international investigation into the killings and serious violations.

Preserve evidence so that justice is not erased by time or fear.

Demand immediate protection for civilians, protesters, and detainees.

Hold those responsible accountable, regardless of rank or position.

Use all measures consistent with the United Nations Charter to prevent further atrocities, in line with the Responsibility to Protect.

History will remember not only those who committed these crimes, but also those who had the power to stop them and chose silence instead.

Every day of delay costs more lives.

We ask you to act, not tomorrow, not in another session, but now.

An Iranian citizen

به تمامی کشورهای عضو،

ما این نامه را نه فقط به عنوان شهروندان جهان، بلکه به عنوان انسان‌هایی می‌نویسیم که نمی‌توانند در برابر گرفتن جان بی‌گناهان در سکوت بمانند.

در ماه‌های اخیر، خانواده‌های بسیاری در ایران فرزندان، برادران، خواهران و والدین خود را به خاک سپرده‌اند. مادران بیرون از زندان‌ها در انتظار خبری هستند که هرگز نمی‌رسد. پدران در بیمارستان‌ها و سردخانه‌ها به دنبال نام‌هایی می‌گردند که هرگز نباید آنجا باشد. تمام جوامع در ترس زندگی می‌کنند، با این آگاهی دردناک که اعتراض مسالمت‌آمیز می‌تواند با گلوله پاسخ داده شود.

این‌ها نقض‌های انتزاعی نیستند. این‌ها انسان‌های واقعی هستند، با نام‌های واقعی، خانواده‌های واقعی و آینده‌هایی واقعی که به شکلی خشونت‌آمیز از آن‌ها گرفته شده است.

گزارش‌های معتبر نشان می‌دهد که نیروهای امنیتی ایران علیه غیرنظامیان از نیروی مرگبار استفاده کرده‌اند، بازداشت‌های خودسرانه انجام داده‌اند، افراد را ناپدید کرده‌اند و تجمعات مسالمت‌آمیز را با خشونت شدید سرکوب کرده‌اند. گستردگی و الگوی این اقدامات نشان می‌دهد که با حوادث پراکنده روبه‌رو نیستیم، بلکه با حمله‌ای سیستماتیک علیه مردمی مواجهیم که تنها خواسته‌شان کرامت انسانی و حقوق بنیادین است.

زمانی که یک حکومت سلاح‌های خود را به سوی مردمش می‌گیرد، در بنیادی‌ترین وظیفه خود شکست خورده است.

در سال ۲۰۰۵، تمامی کشورهای عضو سازمان ملل بر یک اصل ساده اما قدرتمند توافق کردند: اصل «مسئولیت حمایت». این اصل دقیقاً برای لحظاتی مانند امروز ایجاد شد. این اصل تأکید می‌کند که هنگامی که یک دولت از حفاظت مردم خود در برابر جنایت علیه بشریت ناتوان یا ناتمام است، جامعه بین‌المللی نباید منفعل بماند.

امروز مردم ایران تنها یک پرسش از جهان دارند:

آیا وعده «هرگز دوباره» شامل حال ما هم می‌شود یا نه؟

ما بنابراین با فوریت از شورای حقوق بشر سازمان ملل و تمامی کشورهای عضو می‌خواهیم که اقدام کنند.

از شما می‌خواهیم که:

یک تحقیق مستقل بین‌المللی درباره کشتارها و نقض‌های جدی حقوق بشر ایجاد کنید.

از شواهد محافظت کنید تا عدالت با گذر زمان یا ترس از بین نرود.

حفاظت فوری از غیرنظامیان، معترضان و بازداشت‌شدگان را مطالبه کنید.

عاملان این جنایات را بدون توجه به مقام و جایگاهشان پاسخگو کنید.

تمامی اقدامات منطبق با منشور سازمان ملل را برای جلوگیری از جنایات بیشتر، در چارچوب اصل مسئولیت حمایت، به کار گیرید.

تاریخ تنها کسانی را که این جنایات را مرتکب شدند به یاد نخواهد آورد، بلکه کسانی را نیز به یاد خواهد سپرد که قدرت جلوگیری داشتند و سکوت را انتخاب کردند.

هر روز تأخیر، جان‌های بیشتری را می‌گیرد.

از شما می‌خواهیم که اقدام کنید، نه فردا، نه در نشست بعدی، بلکه اکنون.
