We, the undersigned, call on Western Australian Government ministers, City of Fremantle councillors, elected representatives and community leaders to support and advocate for the funding and delivery of match-standard sports lighting at Hilton Park, home of Fremantle City Football Club (“Fremantle City”).
Hilton Park is a significant community sporting facility that supports thousands of players, families, volunteers and supporters each year. Despite competing in the National Premier Leagues (NPL), the national second tier competition in Australia, Fremantle City Football Club remains the only NPL club in WA without suitable sports lighting.
The installation of sports lighting at Hilton Park is essential for the following reasons:
1. Keeping Matches at Hilton Park
A recent example occurred on Tuesday, 16 June 2026, when Fremantle City earned the right to host Olympic Kingsway SC in the joint state qualifier of the Hahn Australia Cup and semi-final of the State Cup. However, due to the absence of sports lighting at Hilton Park’s main pitch, the match was relocated to Alfred Skeet Reserve in Armadale.
As a result, Fremantle City incurred significant venue hire costs and was forced to relocate what should have been a home fixture away from its local community. Members, players, volunteers and supporters were required to travel considerable distances to attend the match, reducing local participation and impacting valuable food and beverage revenue opportunities that would otherwise have supported the club.
The significance of this example extends beyond a single match. The Hahn Australia Cup is Australia’s premier national knockout football tournament, providing clubs such as Fremantle City, with the opportunity to compete and represent their communities on a national stage.
Following its victory over Olympic Kingsway SC, Fremantle City’s NPL Men’s First Team secured qualification for the Round of 32 — a significant achievement for the club and an opportunity to showcase Hilton Park and the wider Fremantle community on the national stage.
This achievement represents one of the most significant milestones in Fremantle City Football Club’s history, providing the club, its members and supporters with the opportunity to participate in a national football competition and compete against some of Australia’s strongest football clubs.
However, should Fremantle City be drawn to host a midweek evening fixture in the Round of 32, the club may again be unable to play the match at Hilton Park due to the absence of sports lighting. This would force the club to relocate a nationally significant fixture away from its home ground, despite earning the right to host the match through its on-field success.
The impact of inadequate sports lighting is not limited to the Hahn Australia Cup or the NPL Men’s First Team.
Similar to the Men’s State Cup semi-final, the Women’s State Cup semi-final is also required to be played away from Hilton Park due to the lack of suitable evening sports lighting. This creates further venue hire and operational costs, while also removing another important football occasion from the club’s home ground, reducing local participation and limiting valuable food and beverage revenue opportunities.
In addition, regular season fixtures and other important matches are often required to be played at alternative venues when evening scheduling is necessary, limiting the club’s ability to host matches and showcase football at Hilton Park.
2. Protecting Revenue for a Community Club
As a community-based sporting club, Fremantle City relies heavily on match-day revenue to support its operations, programs and future growth.
When home fixtures are relocated due to the lack of sports lighting, the club loses valuable opportunities to generate revenue through food and beverage sales and other match-day activities. These funds are critical to supporting player development programs, maintaining facilities, purchasing equipment and ensuring the long-term sustainability of the club.
Investment in sports lighting would allow Fremantle City to maximise the benefits of hosting matches at its home ground and reinvest revenue directly back into the local community.
3. Supporting Community Participation
The majority of Fremantle City’s players, members, volunteers and supporters live within the local community and surrounding areas.
When matches are relocated to other venues, many supporters are unable to attend due to increased travel requirements and scheduling challenges. This reduces participation, community engagement and the overall match-day experience.
Sports lighting would allow more matches and events to be hosted at Hilton Park, ensuring local families can continue to support and participate in football within their own community.
4. Ensuring Fair Access and Opportunity
Fremantle City Football Club is currently the only one of the 12 clubs competing in the NPL WA without suitable sports lighting infrastructure.
This places the club at a significant disadvantage compared with other clubs competing at the same level, limiting its ability to host evening fixtures, major competitions and showcase events.
Our players, volunteers, members and supporters deserve access to facilities that meet the standard expected of clubs competing at the highest level of community football in Western Australia.
5. Delivering a Lasting Community Asset
The benefits of sports lighting extend far beyond senior football.
Lighting would create additional training capacity, provide greater flexibility for scheduling, and allow junior teams the opportunity to play evening matches on the main pitch, creating memorable experiences and inspiring the next generation of players.
Overall, sports lighting would allow Fremantle City Football Club to host the matches it earns the right to play at home, increase participation opportunities, support player development, expand training capacity and strengthen community engagement. It would also generate valuable revenue that can be reinvested into facilities, equipment and football programs for current and future generations.
Sports lighting at Hilton Park is not simply an infrastructure upgrade — it is an investment in the future of football, community participation and sporting opportunity in Beaconsfield and the wider Fremantle region.
We respectfully call on the City of Fremantle and the Western Australian State Government to prioritise funding for sports lighting at Hilton Park and help ensure that our community has access to the facilities it deserves.
