Stop the Proposed Multifamily Project at the Northwest Corner of Chestnut and Behymer Ave
The Issue
We, the undersigned, oppose the proposal and construction of two-story multifamily residential project (apartment complex) at the corner of Chestnut and Behymer Avenue as incompatible in scale and character with its surroundings.
Dirk Poeschel Land Development Services Inc. proposes to build an approximately 56-unit, two-story multifamily residential project (apartment complex) on the corner of Chestnut and Behymer Avenue in District 6 of North Fresno, adjacent to the kid's daycare facility (Kids Kare River Bluff). The majority of the residences in surrounding neighborhoods are single-story, owner-occupied, and the density averages to approximately 6 to 7 units-per-acre. Dirk Poeschel Land Development Services Inc., however, proposes to construct approximately 18.6 units-per-acre in its development. As nearby residents, we support the building of housing in character with our neighborhoods.
The influx of population that the 56-units would attract is overbearing on the community’s infrastructure; including but not limited to:
1. Saturation of street traffic: Traffic is already too dense and the complex would add multiple cars to local roads and would definitely decrease safety for our children and other pedestrians. Riverview Elementary School is already experiencing issues with the Chestnut and Behymer Road intersection, as well as heavy traffic on single lane Chestnut Avenue due to nearby Clovis North High School and Clovis Community College. Because in less than a mile radius of this proposed multifamily residential project, there are three educational institutes along with a daycare. Every age group student (from elementary to college) uses these two streets and their safety is one of the concerns of surrounding neighbors.
2. Decrease in privacy: Due to people living in the especially second story of the proposed multifamily residential project, as they will have a clear view of people's backyard. Also, the plantation of small trees along the boundary line of this project instead of large trees will only add towards a decrease in the privacy of nearby neighbors. The balcony and windows of the second story will definitely allow people to see the backyard of the houses and all the privacy of homeowners will be lost.
3. Decreased number of parking spots in the proposed multifamily project - The irregular shaped land is too small to make too many parking spots. People, living in the multifamily residence, will park their cars along the chestnut and Behymer road as every family has a minimum of two cars.
4. Increase in noise pollution - The increase in density of population due to this project will increase day and night noise, caused by multiple cars, etc. Especially for the adjacent neighbors (on the boundary line of this project).
5. School overcrowding: The schools that will be zoned for the proposed multifamily residential project (apartment complex) are already near capacity. Therefore, impacting the student-teacher ratio.
We, the undersigned, urges the City of Fresno Planning Commission, District Project Review Committee and Fresno City Council to reject the proposal in favor of maintaining our property values and quality of life, consistent density and height of housing in our neighborhood, assuring adequate parking, and minimizing traffic congestion.
