Dissolve the RiNo Business Improvement District
The Issue
As a property owner directly impacted by the RiNo Business Improvement District (BID), I have watched with concern as the district's budget has grown from $650K at its inception to over $3.4 million today. The original goals have been achieved and it’s therefore no longer necessary to continue to fund the BID. The RiNo Arts District, the managing arm of the BID, has made questionable financial decisions with their payroll/administrative costs reaching 28% of the BID budget which was originally capped at 15%. Additionally, 17% of the BID budget is directed towards art initiatives while a meager 2% for sanitation services to keep our district clean. The RiNo Arts District is using BID dollars to fund their alternative agenda. This was never the intention of the BID and it's time for us to stop this abuse of taxpayer dollars.
Moreover, $200K of taxpayers’ money was used to keep a major artery in RiNo—Larimer Street—closed. This closure not only impairs mobility but negatively affects the businesses on Larimer between 30th-35th. It's clear to my fellow property owners and me that our tax dollars are not being managed effectively or benefitting our businesses, as originally intended.
The BID has achieved its original goals; it's time to dissolve it and offer property owners necessary tax relief. I am therefore calling for the RiNo BID board to vote for non-renewal of the Business Improvement District, a decision that will then be forwarded to Denver City Council for final approval. Now is the time for the RiNo Arts District to utilize Keep RiNo Wild, the intended fundraising arm of the RiNo Arts District.
