Regarding Improper Notification and Unfair Towing During the December 26, 2025 Snow Ban
To: Springfield City Council, Mayor’s Office, and Department of Public Works
From: Concerned Residents of Springfield, Massachusetts
We, the undersigned residents of Springfield, Massachusetts, respectfully submit this petition to formally protest the towing of resident vehicles during the parking snow ban associated with the winter storm that took place on December 26, 2025.
During the December 26, 2025 snowstorm, numerous residents had their vehicles towed despite never receiving proper, timely, or accessible notification that a parking snow ban was in effect. As a result, residents were unexpectedly subjected to severe financial penalties through no fault of their own.
Residents impacted by this enforcement were required to pay:
Approximately $240 in towing and impound fees, and
An additional $50 parking citation,
bringing the total cost to nearly $300 per vehicle.
For many Springfield residents—including working families, seniors, students, and low-income households—these fees created a serious financial hardship, especially given the lack of adequate notice prior to enforcement.
We believe the City of Springfield has a responsibility to ensure that parking snow bans are communicated clearly, consistently, and effectively. Notification methods should include multiple channels, such as:
Direct alerts (text, phone, or email notification systems),
The official City of Springfield website and social media pages,
Local news outlets,
Clear and visible signage, and
Reasonable grace periods when feasible during emergency weather events.
We respectfully request the following actions from the City:
A formal review of the notification methods used prior to and during the December 26, 2025 snow ban.
Refunds, fee forgiveness, or dismissal of tickets for residents who incurred towing and citation costs due to insufficient notice.
The implementation of improved and standardized notification procedures for all future snow emergencies.
Increased transparency and accountability regarding enforcement decisions during snow bans.
This petition is not intended to undermine public safety or snow removal operations. Rather, it seeks fairness, accountability, and improved communication to ensure residents are not unfairly penalized during emergency weather situations.
We urge City officials to address this issue promptly and work collaboratively with residents to prevent similar incidents in the future.
