The Issue
✊ Petition to Revoke the Business License of Royal Club & Octopus Night Club in Makati City Due to Discrimination, Harassment, and Alleged Scams
To the Makati City Local Government and Relevant Authorities:
We respectfully appeal to your good office to review and revoke the licenses of Royal Club and Octopus Night Club, both operating under the same management in Makati City, due to serious complaints involving:
- Discrimination and unfair treatment of LGBT individuals
- Alleged scams targeting foreign nationals
- Tolerance of illegal behavior within the premises
🚫 LGBT Discrimination
As an LGBT patron and regular guest—particularly of Octopus Night Club—you may find yourself shocked and disheartened by the way you’re treated. Despite being a paying customer and a Filipino citizen, you could be denied entry multiple times without any valid reason.
Many other LGBT individuals have reported experiencing similar treatment. While you might see a few LGBT guests being allowed inside, this often appears to be the result of selective and discriminatory practices by the bouncers and staff. Their decisions can seem arbitrary—based on what you're wearing, how you present yourself, or simply who they decide is acceptable at that moment.
It’s somewhat understandable that gay patrons might not be allowed to wear sleeveless tops or tank tops, but the rules should be clearer for LGBT individuals. Many don’t conform to traditional gender norms, and this ambiguity creates unfair treatment.
Discriminatory practices include:
- Selective entry based on appearance, gender expression, or attire
- Using excuses such as “the bar is full” or “reservation only,” while allowing other non-LGBT or foreign guests inside
Even when international DJs are present, the inconsistency in admission is evident. Foreigners or select guests are let in, while LGBT locals are turned away.
This kind of gatekeeping and targeted exclusion is unacceptable in a city known for its diversity.
⚠️ Scam & Harassment of Foreign Nationals
Beyond discrimination, there are troubling reports of harassment and extortion inside the club. A recent incident involved two foreign nationals:
- A woman, suspected to be a prostitute, intentionally bumped into one of the men, broke a flower she was holding, and aggressively grabbed the foreign man's shirt
- She demanded money after refused to let go.
- Club security (Bouncer) sided with the woman without hearing both sides, stating that local police would favor them over the foreigners.
- When one of the foreigners began recording the incident, staff demanded to delete the footage.
- Ultimately, the foreign visitors were pressured into paying PHP 2,000 to avoid further threats and escalation.
This shows clear collusion between the staff and the woman involved—likely part of a scam. This type of behavior is unacceptable and tarnishes the reputation of Makati City and the Philippines as a whole.

We ask the Makati City Government, local authorities, and police to:
- Investigate these establishments for alleged illegal activities and scams
- Review their practices in light of LGBT discrimination and harassment
- Revoke or suspend their licenses until they are held accountable
