Direct the ECI to Act Against MCC Violations in the April 18 Address to the Nation by PM.
The Issue
On Saturday, April 18, 2026, a "National Address" was broadcast across state-funded and private media channels. While the Model Code of Conduct (MCC) is currently in force across several states, the content of this address was not limited to governmental or administrative updates. Instead, it contained:
1) Partisan Criticism: Direct attacks on opposition parties regarding the Delimitation Bill and Women’s Reservation Bill.
2) Political Persuasion: Language aimed at influencing the voting behavior of specific demographics (specifically women voters).
3) Misuse of Official Machinery: The use of public broadcasting platforms for what was effectively a political campaign speech.
The Violation:
This appears to be a clear breach of Chapter VII, Clause 4 of the Model Code of Conduct, which states: "The party in power shall ensure that no cause is given for any complaint that it has used its official position for the purposes of its election campaign and in particular
(1) The Ministers shall not combine their official visit with electioneering work...
(2) Government transport including official air-crafts, vehicles, machinery and personnel shall not be used for furtherance of the interest of the party in power."
Furthermore, it violates the principle of a "Level Playing Field" which is the cornerstone of free and fair elections in India.
We, the citizens of India, urge the Election Commission to:
1) Issue an immediate Show-Cause Notice to the authorities responsible for the broadcast.
2) Direct the Public Broadcaster (Prasar Bharati) to provide equal airtime to all recognized national parties to ensure a level playing field.
3) Pass a Clear Order restraining the use of "National Addresses" for political campaigning while the MCC is active.
4) Ensure Accountability to maintain public trust in the democratic process.
