Living in rural counties, there is a huge problem with owners dumping their unwanted pets on country roads, highways, and in neighborhoods. Not only is this considered abuse but neglect as well. If animal abuse is now a felony in the state of California, shouldn't the disposal of unwanted pets be as well? These animals suffer tramendously, from being thrown out of moving vehicles, starvation, killed by passing motorists, or eaten by other animals. Not only does this affect abuse related issues, it also is a major traffic problem. Car accidents are often caused by the dodging or hitting of animals in the middle of a road. If it's not an accident, the stopping of traffic to remove the adondoned animal from the road is being conducted. If the disposal of unwanted pets in an illegal manor is made a felony, it will not only bring awareness to the issue but will help the problem at hand.
