The Issue

As a member of the mariners' community, I am personally dismayed by the recent release of DGS Circular No. 31 of 2025, which is a sizable step backwards for our respected maritime fraternity. This regulation restricts the validity of certificates for Indian seafarers to only those issued or recognised by Indian authorities, thereby marginalizing a significant number of our fellow sailors. Many of these professionals have legitimately obtained their certifications overseas, demonstrating their proficiency by meeting international standards.

The essence of becoming a sailor is based on global adaptability, competency, and continuous learning. Our fraternity has always embraced the exposure and knowledge derived from foreign certifications. By discredifying these qualifications, we are not only limiting the growth of our sailors, but also jeopardizing their credibility and employability on a global scale.

Furthermore, this unfair regulation fails to appreciate the dedication and competence demonstrated by Indian seafarers who have served responsibly overseas. This demoralizes our strong community and diminishes the global respect garnered by many through their consistent hard work and dutiful adherence to international maritime practice.
