EMERGENCY PETITION TO THE GOVERNOR OF WASHINGTON STATE

MANDATORY STATE ACTION REQUIRED TO PROTECT CIVILIANS AND CONSTITUTIONAL RIGHTS

To the Honorable Governor of the State of Washington,

This petition constitutes an emergency demand for immediate executive action. Washington State is facing a credible civil rights crisis that requires the Governor to act without delay to protect residents, preserve public safety, and uphold the Constitution.

There is substantial public concern regarding federal immigration enforcement activities operating within Washington State that are alleged to involve warrantless detentions, lack of judicial oversight, and violations of due process. These allegations include incidents affecting

United States citizens and lawful residents, creating fear, instability, and a breakdown of public trust.

Under the Washington State Constitution and statutory law, the Governor is the Commander in Chief of the Washington National Guard and bears an affirmative duty to protect civilians when constitutional governance is threatened or civil authority is compromised. This duty isnot discretionary when credible harm to residents is alleged—it is mandatory.

The continued presence of federal agents operating without transparent warrants, due process, or meaningful oversight constitutes an immediate threat to civil liberties and public safety. Washington State is not required to permit or facilitate actions within its borders that violate constitutional protections or state law.

Accordingly, we formally demand that the Governor of Washington immediately:

- Order the immediate deployment of the Washington National Guard to protect civilians, maintain public safety, and ensure constitutional compliance statewide.

- Direct the National Guard and appropriate state authorities to interpose where necessary to prevent warrantless detentions or actions lacking judicial authorization.

- Order the removal and cessation of all federal immigration enforcement operations within Washington State that do not fully comply with constitutional due process and state law.

- Prohibit any cooperation by state or local agencies with federal actions conducted without valid judicial warrants.- Issue an emergency public address affirming that Washington State will defend its residents against unlawful enforcement actions and will hold all agencies accountable to the rule of law.

Failure to act swiftly risks irreparable harm to Washington residents and further erosion of constitutional governance. This petition reflects the will of the people of Washington that their

Governor fulfill the solemn oath of office to defend the Constitution and protect those within the state’s borders.

This is an urgent and lawful demand for immediate executive action.
