I want to allow my brother to be buried in a national cemetery. He served in the USMC

The Issue

My brother served in the USMC, he was a proud Marine that was deployed to Beruit Lebonon when the USMC barracks and embassy were attacked.  He got into some trouble and received a general discharge.  He later deployed to Iraq for USAISEC and stayed for 3 years supporting the Warfighters.  He then went to 5th signal in Germany for another 6 years.  
He passed away very unexpected in October at the age of 55.  He leaves behind a son, daughter Army spouse (2 grandchildren) and me his brother.  We all miss him more than words could ever say.  
He was a very proud Marine and we feel that it is only fitting that he be able to Rest In Peace at a national Cemetery like our parents.  
He dedicated his life to being a Marine and supporting our troops both home and abroad. He has given countless hours to being a patriot and loving this great nation.  We are just asking to look past his trouble in the Marine Corps and focus on his entire life as his testimony.  
My brother John was a loving, caring and devoted father, grandfather and friend.  We just want his final resting place to be among those who he fought next to, supported and loved our Military!  We come from a Military family and would like to have him rest like our parents are in a National Cemetery.
